Beyers' Speech Condemned by V Botha.
CAPETOWN, February 16
Mr. Botha has publicly condemned the .speech made by Mr. Beyers at Pietersburg, in which the ex-general said that ■unless responsible government were -granted immediately to the Transvaal the Boers would be compelled to steal food, and that there would then be a repetition of the slaughters of 1815.
