AMERICA AND VENEZUELA.
NEW YORK, February 16. The negotiations between. Venezuela and the United States, with reference to American claims, are at a standstill. President Castro has now refused to submit the questions at issue to arbitration.
[The Venezuelan Government will be allowed to continue to hedge in regard to the American and other claims until March, when the United States Government has threatened a naval demonstration.]
