American Offer of Compensation. WASHINGTON, February 14. The United States Government have expressed their regret that Mr. Harper, the New Zealand bank clerk, was refused permission to land at San Francisco, and that he was deported and imprisoned in the Sandwich Islands. They offer to pay him 400 dollars compensation. [It may be remembered that Mr. Harper was refused permission to land on the ground that his engagement to a San Francisco bank amounted to a contract for employment. He was accordingly placed on the Sonoma, was imprisoned during the vessel's stay at Honolulu, and was then brought on to Auckland, where he lodged a formal complaint, which was duly forwarded to London.]
