OPENED B7 THE KING. BUSINESS OF THE SESSION. (Received 9.14 a.m.) LONDON, February 14. The King and Queen opened Parlia ment in semi-State this afternoon. The Royal speech promised a repreientstive constitution for the Transvaal, a new butter adulteration bill, and one dealing with aliens. Steps will aUte be taken towards legislation for the redistribution of seats.
