This article, written exclusively for ! "The Graphic" by an officer of the survey ! ship Penguin, now re-charting our coasts, \is of special interest at the present moment, owing to the (at present) incomprehensible action of the Government in dispensing with the services of the Penguin while the important work of resurveying our coasts is yet incomplete.
