GOVERNOR OF WARSAW REPORTED ASSASSINATED.

An earlier cable stating that the Czar had received a deputation of workmen, «nd giving the terms of a somewhat fatherly and forgiving, and far from apologetic address to them, has been followed by news strongly indicative of a complete change in the Imperial policy. This has been arrived a.t mainly by the efforts of M. Yermoloff, the Minister of Agriculture, supported, as might have been expected, by M. de Witte. The details of the concessions have not yet been decided upon, but they are expected to include the liberty of the press, and a conference of local representative bodies. To aid in the work of pacification, it is said that Trepoff will receive his conge, and be despatched to Manchuria, and that the recently arrested prisoners will be released. Further 3erious rioting continues in the Russian provinces. The assassination of the Governor of Warsaw is reported, while the Socialist Committee of that city has declared its intention to force the whole population to oppose the military.
