LORD AVEBURY'S IDEAL
Lord Avebury, formerly Sir John Lubbock, addressing the Empire League, suggested the creation of a Colonial Council to advise the Secretary of State for Foreign Affairs —a Council which would ultimately, perhaps, deal with all the legislation affecting the whole Empire.

LONDON. March 20.
At the Empire League meeting Mr Copeland. referring to Lord Avebury's proposal, said that the Motherland musi give the colonies time. Australia was anxious to know what she could about Imperial defence.
