A state of siege is again proclaimed by the Germans in the Trench territory, consequent on juries acquitting the murderers of German soldiers.

December 9th to 16th.

The French Government presented a bill to the Assembly for a restitution of the property of the Orleans family. An expedition is proposed for rescuing Dr. Livingstone. The telegraph clerks are submitting and the strike is closed.

A great fire occurred on the IGth at Eosherville. The loss of property is estimated at £300,000 sfcerlng. 70,000 quarters of wheat were burned. Sir C Dilke when attempting to lecture at Derby caused a riot. The Times violently attacked Mr Gladstone's appointment of Sir E Collier. Mr Lowe, in censuring Dilke, denied that the Queen paid no income tax. America and Italy have signed a treaty exempting private property from seizure at sea during war. December 17th to 24th. The British American Commission at Washington have decided that the United States is not liable for the Confederate debt.

In Paris a commission has been appointed to examine the bank laws; it is unfavourable towards an increase in the circulation of notes, and is inclined to a loan. M. Thiers spoke strongly in favor of the return of the Government to Paris. A committee is unfavorable to the project.

The Orleans Princes have returned to P? ris, and taken their seats in the Assembly. It is notified that the Treaty of Commerce with England will be terminated.

The Queen and Princess of "Wales exhibit wonderful fortitude. Eoyalty is triumphant, and Eepublicanism ie checkmated.
