WELLINGTON.

November 9, 11.10 a.m. The Wellington Debts Bill is passed. The Railways Bill has nearly passed through Committee, the Wellington lines being carried by. 35 to 17. The Board of Works clauses in the Immigration and Public Works Bill have been struck out.

A deadlock between the two Houses is imminent, tho Council having struck out of the Payment to Provinces Bill the clauses allowing half tho Road Board grant to be devoted to provincial purposes.

The House maintains these appropriation clauses, and disagrees with the amendments on the ground that the Council have exceeded their Constitutional powers in making them.
