October 25, 11.5 p.m. —Vogel, last night, made a long explanation of tho negotiations with Brogden. lh ascribed public agitation against the contracts to gross misrepresentation of their meaning by politic d opponot.fs, and maintained Lhat the Contract No. 2 was quite within his power to mtike, and did not require to be ratified by Parliament. The contractors were quite satisfied with this. Ho proposed a resolution that the House recommends the Government not to accept N ro. 1 Contract, and explained that it would be understood that No. 2 would bo accepted. He would, then, endeavour to obtain modifications so as to render JN ro. 2 more acceptable, by substituting for arbitration, agreement as to price of railway line, lie was perfectly willing to listen to friendly suggestions as to mQitifiesi'ions, but deprecated making tho matter a party suggestion.— Rolleston pressed to obtain the opinion of Attorney-General as to whether the colony wus legally hound by No. 2 contract. —Government, refused, Fox saying the Government were bound in honor to Brogden, and the colony were bound to tho Government. If the opposition questioned this, a fair issue would be raised, and the question made a .Ministerial one.—Alter a lengthened desultory discussion, the debate was adjourned. October 20, 11.25 a.m.—Wood's motion in favor of holding the next session of the Assembly in Dunedin carried bj 40 to 20. Fere opposed it chiefly on tho score of expense Aliwundrew, McGHashan, Shepherd (of Otago), Uathgtte and Haughton supported the motion, advocating lhat tho Sessions should be held in the chief towns alternately. Lightband moved an amendment to substitute Nelson (• I)unedin, which was negatived. —Murray s constitutional resolutions shelved by previous question. —Brown of Canterbury's Waste l^tind Bill, allowing the sale on deferred payments, opposed by Rhodes and Rolleston.—Read a second tune by 41 to 17. —Perhjiiri's case ad-, journed for production of evidence of Dr. Curl and Mr. Dougherty, October 27. —Discussion on Brogdeu's contract resumed.—After a long debate, the following addition to Voxel's original resolution was moved by Reynolds, and accepted by the Government, and carried by 47 to 15. It further recommends that Government negotiate with Messrs. Brogden for modification and extension of No. 2 contract, or substitution of one in place as nearly as possible ,to the following effect: — "lhat Messrs. Brogden and Sons construct such railways authorised, or to be authorised by the Assembly, as may be agreed, shall be oiTered to them to the amount of £1,000,000, at prices to be agreed between them and the Government ; such prices to be within the limits fixed by the Legislature. Messrs. Brogden and Sons to state the price at which they would be willing to construct each railway, and the Government be at liberty to refuse or accept such offer. ?aytnent to. be made in debentures, bearing five per cent, interest, or in cash, at the option of the Government. In the event of the. Government and Messrs. Brogden and Sons not being; able to agree as to construction of railways under these provisions, the Government or Messrs. Brogden and Sons, on notice to that effect I being given by either parties, to be j bound to carry out No. 2 contract:— Ayes: Messrs. October 28.—Tho Legislative Council, by 21 :to 7', passed a resolution that the interests of the public service rendered it necessary that the Assembly should sit at the-seat of Government.—Public Works and Immigration Bill read a second time, after a long debate. Several members complained of want of attention to immigration and settlement on the part of the Ministry.—Gisborne and Fqx pro-. fessod the utmost anxiety to promote both, and their intention to do so, as well us being aware that it was the only means to make their policy successful.—Almost every speaker in strong terms condemned the constitution of the proposed Board of Works, the general feeling being that no Board was required at all.—-Government pointed out that the proposal was made in compliance with the
opinions expressed last session, bub were ! ■willing to modify it in any direction the | House desired.—Public Revenues Bill passed; into Committee,— Yogel intimated that next * session he would be prepared to propose an entirely new system of control and audit. I
