BOROUGH COUNCIL.

A special meeting of the Borough Council was held this afteruon, at the Corporation ofiloes, Canada Buildings, Queen-street. Prosent : The Mayor (P. A. Philips, Esq.), Councillors Atkins, Macready, Bugden, llobbs, George, Isaacs, Smart and Hampton. The minutes of the last meeting were read and confirmed.

Cokukspondence. —The Mayor stated that since- the last meeting he had secured a copy of the Municipal Corporation Act Amendment Act, which considerably simplified the by-laws. It allowed the interest of the loan to be paid in any of the Australasian colonies instead of New Zealand, as heretofore ; also power to obtain lund for public works, sell certain lands not required by t he Corporation ; and also power to contract for water supply. Medical Opeiceu.—The Mayor stated that since the last meeting Dr. John Nicholson had withdrawn his application to be medical officer to the Board. Dr. Hartinan hid added his name to the list of candidates. — Councillor Budgden proposed, and Councillor George seconded, tho appointment of Dr. Stockwell.— Councillor Hampton proposed Dr. Goldaboro' —Councillor Atkin seconded. —On being put to the vote Dr. Stockwell was appointed as medical officer of health to tho city. City Loan.—The Mayor stated tho Finance Committee had considered it advisable that tenders should bo invited for the loan. Tho Mayor stated that no tender would be received below par. —Councillor George formally moved the notice as it appeared in the gazette. Seconded by Councillor Atkiu, and agreed to unanimously. —It wj.s resolved", that tenders should bo called for the loan by public advertisement. Insp-BCTOB of Nuisances.—The Mayor plaeod before tho Council the resignation of Mr. Young, the lale Inspector of Nuisances, lie stated That tho Inspector of Nuisances had been very unwell for the last few days, and that lie (the Mayor) had applied to tho inspector of Police, to see if ho could spare a itnih, for a few days, to do the duty of Inspector of Nuisances." Tho Inspector replied that he had not.—Tho Mayor said that it seemed to him that it was quite time that the Corporation had a spehave alittle more conTroTovur tUtTpoKce than they had at present. —The resignation of Mr. STouug was accepted, and it was resolved that his salary should be paid up to the 31st of December nexi. The Major explained tliat the next inspector of Nuisances would have a very great deal to do, aa many additional duties would be imposed upon him by the new Municipal Act.—Councilor iJugden askedjif it was not possible to have a city police nndi the control of the Board.—The Mayor replied that this was a question that would have "to be considered at a early date. —It was resolved to pay the new Inspector of Nuisances £3 a week, on the motion of Councillor Kobbs, seconded by Councillor Macready.^— It was resolved that advertisements should be inserted for applications for the appointment. SnoRTLAND-STBKET —A draft by law, with regard to the paving of Shortland, Victoria, West Queen,, and W-yndham-st roots, was brought up and read. —Councillor .George stated that there would be no difficulty in getting the Mangawai stone.—Tho by-law was adopted.
