October 12. In reply to a question by Mr. Gillies, Mr. Mol.ot.ti afca-tod that th« Uovafuinenl had UO intention of condoning the murder of Mr. Todd, but would take their own timo to avenge it. Mr. Wood brought forward the case of Walker in the Waikato, in a motion asking if it was the intention of the Government to prevent out-settlors from protecting themselves by force against armed aggeseions by rebel natives. Mr. McLean stated that the G-overnment would not permit indmduals to enter upon broils which might bring about serious occurrences ; nor would they allow natives to commit outrages with impunity. The other Ministers said that the land was in dispute concerning which the quarrel arose, and t.liat in such cases settlers must forbear and furgive, and consent to take a settlement of suoh disputes by compromise. Mr. MoLeod denounced Mr. Mackay as continually endeavouring to raise barriers between the two races, and as being guilty of fishy tiansactions in connection with Ohinemuri, and as carrying on intrigues only to be characterised as slabbing in the dark. Messrs. Swanson and Rolleston defended Mr. Mackay, and the debate is unfinished. A motion endorsing Major Jackson's land claim was rejected in committoe by Mr. O'Rorke's (ohairman) casting vote. The tlduoatioil Bill has been withdrawn. Leave was given to introduce the Wellington £100,000 Loan Bill by 21 to 19. The Government supported it. Mr. Macandrew'a celebrated resolutions were negatived by 41 to 22. The Government are to take over tha Kaipara railway. A bill has been introduced handing over Fort Britomart as a harbour endowment, the Harbour Board to have the power to raise £80,000 on debentures, to be a first charge on harbour endowments. The interior of the Albert Barracks is to be reserved as a public recreation ground, and outside the enclosure the ground is to be a Provincial endowment. Tho Church Lands Bill, and Bishdps m New Zealand Trusts Bills, have been, read a second time.
