BOROUGH COUNCIL.
A SPHCIAL MEETING of the Council was held yesterday afternoon, at 2 o'clock, for tho purpose of confirming the resolution pussed at the special meeting of the Council on Monday, the 7th August, making the following by-laws, viz. : —By-law regulating lodgingI houses; by-law to remove obstructions on footpaths; and by-law for paving Queenstreet. —There were present: His Worship tho Mayor (P. A. Philips, Esq.), Councillors Atkin, George, Hampton, Smart, and Staines. —The Clerk road the bylaw relating to lodging-houses, wliich, on the motion of Mr. George, was approved of.—The Clerk read the bylaw relating to the removal of obstructions on footpaths. On the motion of Councillor Atkin, this by-law was passed.—The Clerk read the by-law relating to the paving of Queen-street. —Councillor Atkin drew the attention of the Council to the necessity of | paving other streets besides Queen-street, j such as West Queen-street and Wyndhamstreet, where all the scoria put. on the footpaths was washed into the Queen-street drains after every shower of rain.—The Chairj man suggestod that the by-law, as it now stood, should be passed,, and then if it were found necessary, the action of tho by-law could bo extended to other streets. This, he thought, would bo the better plan, as if new additions were made to the present by-law, he was afraid they would not bo able to pass it this afternoon—aß certain delays were required by tho Act before a by-law could be passed. — Councillor George said he had given notice jof motion withVegard to paving other streets | besides Queen-street, but after what hud ' fallen from His Worship tho Mayor, he would 1 not bring it forward at. present.—The Mayor j suggested the insertion of;'the -words, '• Or such other material as tho Council may order, 0' in the clause referring to the material to bo used in paving the street. —Councillor Staines thought that the by-law should pass in its present form, a? it referred to Queen-street ; and if it were afterwards thought advisable to make other by-laws for other streets, naming the article to be used for each street. —Councillors Atkin and George strongly objected to the use of asphalte for, paving.—On the motion of < ouucillor Smart the by-law was passed.— The various by-laws, as passed, were ordered to bo drawn out, scaled with the seal of tho Borough, aud sent to his Honor the Superintendent. —Councillor Atkio. gave notice that he would move, on next sibtfhig day, " For a full return of all rates collected and uncollected iv private streets —first, on open land j second, on buildings." This concluded the business.
