BOROUGH COUNCIL.
(Continued from yesterday.)
Maeket house.—The report of the committee appointed to consider the question of market accommodation was brought- up. The report has already been published. It recommended that a sum not exceeding £5000, for filling in and other works, be appropriated for the purpose of forming a market-place.— Councillor Tonks moved the adoption of the report, remarking that it was as much as the city could afford, and would supply the existing want of market-accommodation. He intended, however, to give notice of motion that » sum of £20,000 be borrowed for carrying out the recommendation of the report, and for draining the city. Under the Municipal Corporations Act they were only empowered to levy an ordinary rate of Is. in the £, while under the City Board Act they could levy a rate of 2s. lOd. They could, however, impose special rates, and the money he proposed to be borrowed would not cause the city to be any more heavily rated (now that the city debt had been wiped out) than they were at present. He would more the adoption of the Market Committee's report. Councillor Atkin seconded the motion. The sum recommended for the formation of a market-place i"iglit appear large, but it was not. co inu<;li as the Provincial Council bad suggested 'or the same purpose some time ago. —Councillor Macrcady thought there would bo some difficulty in obtaining the money, and they should go in for a more moderate sum. The market reserve was already heavily mortgaged. — Councillor G-eorge hoped they would not borrow more than one-half the sum proposed. He was anxious to see a market-place, but he did not wish other city works sacrificed for the advantage. —The report of the committee was, after some further diacussion, adopted.

Can Fjjsumjs Vote?— Councillor Tonks asked whet bur females could vote at Council elections ?—The Town Clerk said there was nothing in the Act to prevent females from being enrolled on the burgess roll.—Councillor Macready observed that women had voted at the City Board elections.
Upper Bbeesfoed stbeet. — A petition from, residents in this neighbourhood, requesting an expenditure of £'10 in repairs, wa§ presented by Councillor Tonks, and it was agreed to comply with the prayer. Motions foii Repaihs.—Councillor Tonks proposed that, in moving for any works or repairs, Councillor* should give a general estimate of the cost of such works.—Councillor Smart seconded the motion. — Councillors Macready and George thought there would be difficulties in the way of carrying out the resolution. —The motion was agreed to. Paying Queen- stbkbt—Councillor Atkin moved, " That; tlio Town Clerk prepare a bylaw, providing that the footpath, from Rut-laud-street to Customhouse-street, on the east, and from Customhouse-street to Markot Reserve, on the west, be paved with such stone as the Council may direct; and all other streets perfectly formed according to* levels fixed by law. 2. That the Council may at any time gire, or cause to be given, a notice to all landowners, iv any street, to have the foregoing carried into effect; such notice to state Ihe milliner iv which the work shall be can-Hid out, and the time for its completion j the landowner bearing all expenses of the same., except where (>rojee(s are held by lease for seven yeaVs unexpired and upward ; such lessee^ shall be deemed the landowner within tho inclining of the by-law. 3. Should the landowner fail to carry into effect the provisions ,of this by-law, the Council shall carry into effect all such provisions, and recover all expenses as city rates. 4. The Council may or may not pay for or find the labour for laying down such pavement." In moving the resolution, Councillor Atkin referred to the petition from residents mentioned above. He said there wsre already 50 owners of property who had paved in front of their premises, and ho thought,it very unfair to expect the Corporation to' levy a rate to complete the work for others.—Councillor Asher seconded the motion.—Councillor Tonks moved, as an amendment, " That tho boundaries from Customhouse-street to Ed-wardes-street on the east side, and to the embankment in Upper Queen-street on the west side, bo substituted for the places mentioned in the mo!ion."--Mr. Atkin accepted the amendment, and the motion was agreed to. The (Jonthactob fob Casting.—Mr. Rico was heard in support of his application for resigning the contract for cartage. His horses had been tnken sick, and one had died, and he was therefore unablo to carry out the work. Messrs. Bell and McElwnine, the bondsmen, also addressed tho Council.—lt was determined to consider ihe question at a future time, and to let Mr. llico know tho result.— It was aft>r«viu-cls resolved that Mr. Rice's Mppliciitimi sliouM be granted, on certaiu conditions.
Buildikg Regulations.—Motions me made with the object of preparing building regulations for the Council. — Councillors Smart, George, Bug.leu, ,;ind Atkin were appointed a committee for I he purpose. Lodging-house?.—Tbb Town; Clerk -was instructed to prepare a by law for regulating lodging-liouses.
Light in Cookstuekt.—Councillor Staines moved, " That in consequence of the licence beincr removed from a public-house in Cookstreet, a public lamp be erected near the corner of Vincent-etreet."— Councillor Hampton se.onded the motion, which was agreed Alterations in the Cobfobation Act. —Councillor George moved, " That a committee be formed, consisting of the Mayor Councillors Atkin, Tonks, Macready, and the mover, to bring up a report at the next meeting of the Council, recommending various alterations in the Municipal Corporation Act, 1867, and to petition the General Assembly to bring in an amended Act, making the same law."—Councillor Smart seconded the motion, which was agreed to.—Councillor Macready thought that, as £70 had been paid by the province to Mr. Rochfort, he should be requested to furnish such information as he had compiled.
KoTtoits or Motion.—Various notices of motion for next meeting were given; and Councillor G-eorgo is to move, " That, on tho day of next, the Borough Council make and levy a general rate of one shilling in the pound of the annual, value of all rateable property within the Borough."—Counoillor Tonks to move for a committeo of the entire Council to consider as to tho advisability of borrowing tho sum of £20,000. for tho purpose of providing market accommodation, drainage, &c. ; also, that this Council, with a view to encourage local. enterprise and to provent monopoly, hereby agree, under and by virtue of section 325, Municipal Corporation Act, to contract with any oompany that may be formed within the ensuing six, months, for the purpose of supplying gas to this cuy ; for the supply of gas to the city lamps at the following rates: • For the Ist year, 100 lamps and upwards, at £10 per annum each : 2nd year, at £9 j 3rd yenv, £B."—-Councillor Atkin to move, " That port 3 of Regulations for Hawkers be revqked. and that the amount of of the lioeuce fee bo re-considered by the Counoil." The Counoil then adjourned,
