Such charges shall be payable at the Harbor Office of the harbor in 'which any wharf is situate in respect of which the said charges are made by the person having for the time being the care, custody, or control of such goods, and before removal of the same from the said wharf, and may be recovered at the suit of the Harbormaster for the time being, or any other person authorised by the Superintendent to sue for the same; and if any person shall remove any geods from the said wharf before such charges thereon as aforesaid are paid, he shall be liable to pay treble charges to be recovered as aforesaid, and to a penalty not exceeding twenty pounds.
