The Evening Star. FRIDAY, MAY 12, 1871.

THe appointment of good and popular officers is generally regarded as one of the first requisites for the success of volunteering. But the case of our " navals" is likely to reverse the rules ; as it appears that the recent election of Mr. Le Boy to the command of this company, and which cannot be regarded as a very popular one, is o likelj to extend the volunteer movement. Strong feelings of opposition to the election of Mr. Le Koy were entertained by a number of members, but opportunity was availed of, and the election was effected, i'he dissentients have, therefore, resolved to retire, and form a new company, so that from evil good will arise. We learn, however, that a considerable number of those remaining for the present are likely to ultimately join the new company, and we can only express the hope that the number of the old and once-favorite company will not be so reduced as to impair its efficiency, or lead to dissolution. It is certainly the duty of those who have led to the retirement of their brothers-in-arms by ill-timed and injudicious action, to work strenuously to preserve the efficiency of the company. It is possible that a generous rivalry might arise between the two companies, which may lead to mutual benefit. And even though the remnant of the Isavals have acted unwisely, they may be none the less good soldiers, and prove their worth in the hour of trial.
