London, Friday, February 17- —Owing to a representation from the Department, the Emperor William has reduced by two-thirds the contribution of twenty-five millions imposed on the Seine Department. Versailles, February 17. —In consequence of active armaments of the French in the South, and of class IS7I being called out, Count Bismarck has extended the armistice only for five days. The Emperor Napoleon's proclamation is unfavourably received in Paris. The National Assembly has resolved on the appointment of a commission to negotiate the terms of peace.

London, February 17. —The budget for the English army is estimated at £15,851,700, being an increase of £2,886,700. The number of men is to be raised to 133,000, being an increase of 19,980. Agrarian Fenian outrages in Ireland are again reported. The inspection of Chatham Dockyard by foreigners has been prohibited. The old George and Dragon sovereigns are to be revived. The steamer Great Victoria, from Madras to London, by the Suez canal, has been twice in collision off Dungeness, but was only slightly injured.
