The principal points of Mr. Cardwell's Bill on the re-organisation of the army are, that there shall be a fair system of seniority; that tho purchase system ho absolutely abolished ; and tho Horse Guards be removed to the War Office, thereby abolishing dual government; also that the appointment of Commauder-i'i-Cbief be in future limited to five years ; and the force to be fixed at 100,000, with a strong militia reserve.
