From the Monitmr of New Caledonia we see that the frigate Nereide, which was announced by the Sureouf to be on the way out from Toulon, arrived at Noumea on October 8. The proclamation in which the Governor of the colony announces the progress of the war, and the French losses, and appeals to the patriotism of the colonists resolutely to fulfil the duties that will devolve upon them, appears in the Moniteur. It seems that up to th e beginning of the last month the colony had suffered much from the want of supplies of a necessary character, and it is remarked that many of the settlers had to go barefoot, from the impossibility of obtaining shoes. TTowever, the timely arrival of vessels from France and Australia had relieved these necessities. The Moniteur reprints from the Sydney Morning Herald an article on the question of supplying a small quantity of coal to the G-uiehen, and warmly acknowledges the friendly spirit in which it is written. It is curious to see a large portion of the official part of v.lie journal devoted to the publication of the senatus conmltum of May last fixing the constitution of the empire—an empire now as completely extinct as the empire of Charlemagne.—ArgitSy November 3. The Taranaki News says that, it learns from the Wellington Independent that the survey of the Taranaki railway has commenced, but remarks that it, must, no doubt, be a " flying survey" that is in progress, as, if Mr. Blackett or any of his subordinates had alighted on any part of the line between here and Wanganu'i, we should have heard of it. It is probable that the surveyors keep nt a great elevation, in order to obtain a comprehensive view of the country, and have therefore not been observed.
