AMERICA.
The New York Times says, the British Government has consented to transfer Alabama negotiations to Washington, and also has agreed that the question of international maritime law shall be included among the subjects for future arbitration. No period fixed for the convention with foreign governments relative to ocean cables, as proposed by Mr. Fish. The annual revenue report by Mr. Wells, being a powerful argument in favor of freetrade, is violently assailed by the Press.
Governor Hoffman, in his annual message to the New York. Legislature, condemns its republieation in every degree. A treaty has been concluded with President Baez for the annexaiion of San Domingo; purchase price, million and a half dollars. The Island of St. Thomas is also to be completely purchased. The Burlinghain treaty with America is ratified.
Prince Arthur reached New York last Friday, and was received by the British Ambassador and Consul. He went to Washington ne-st day, and was brilliantly received. The Cuban revolution is virtually over.
In Hayti the insurgents are progressing, and have installed their leader, Sage], Provisional President. The Eed River insurrection is found to be a very insiguificant affair, and there is a prospect of a peaceful solution. New Yoke. Closing prices : Gold, 121£; petroleum, standard white, 3H cents ; flour, 5 dollars 50 cents.
Lopez has been routed in his last Paraguayan stronghold, and driven into the interior. He has allied himself with Indians, and a desultory warfare may be carried on for
years. In the State of Ascension there has been a deplorable fomine, destroying those spared from the war.
Dissenions are rife among the Allied Go vernments.
