. The House resumed at 7.30. DOG REGISTRATION. Mr Steward moved the second reading of the Dog Registration Act Amendment Bill. It was read a second time without discussion. VAGRANT ACT. MrO'Callaghan moved the second reading oi the Vagrant Act Amendment Bill. He spoke of the frequency of cases of indecent exposure, and the necessity for adopting effectual means of checking the evil. As Ere lash had stopped girdling at home it might stop this offence here. Sir George Grey opposed tho Bill, as he objected !o personal torture as a mode oi punishment. Mr Moss opposed the Bill and Mr Conolly supported it. MrPetrie mowd that the Bill be read that day six months. Mr Bracken seconded the amendment. Mr Felriwick and Mr Tole opposed and Mr Montgomery supported the Bill. On a division the second reading was carried by the Speaker's casting vote, tho j numbers being 26 to 20.
