AKAROA AND WAINUI ROAD BOARD

CHILDREN'S BAY ROAD,

The Clerk was instructed to visit and report on some method of making the road passable, several members testifying to its extremely bad state. CORRESPONDENCE. The following letter from Mr Nalder was read :—■ " Akaroa, 22nd June, 1882. " Gentlemen.—ln reference to parts of sections 4122 and 7252 advertised by you for sale, I am prepared to offer £35 for tluit and the small portion of the old Government road, commencing at the eastern t>oll daries of rural sections 1635 and 4120, dividing sections 1300 and 4122, ■■ and ending at the present Long Bay road, as per enclosed sketch drawn by Mr Wilkins. I will also pay for advertising , these roads as required by the Public Works Act. The Koad Board to give me ' a fee simple conveyance of the said land ' free of cost.—Yours, etc., "G. W. Nalder. " P.S.—Kindly give me an early reply." Mr Wright proposed : " That the letter 1 and tracing from Mr Nalder be forwarded , to Messrs Harper & Co. for their opinion as to whether the Board can legally close ' the road as shown, and also sell that portion of land between the said road, and the existing road. Seconded by Mr Checkley and carried. From Mr W. Montgomery as follows ;— "Wellington, 7th June, 1882. " Sir, —I have the honor to inform you that I called at the Public Works Office here, and hid an interview with Mr Knowles, the Under Secretary, on the subject mentioned in your letter of the Dtn ultimo, viz., getting placed on the estimates a sum sufficient to defray the cost of forming a road from Long Bay Saddle to the sea beach in Waikerakikari Bay, and learned from him all applications of a similar nature remain in abeyance till after the decision of the House on the '' Roads Construction Bill," to be brought forward by the Government. I may mention that I am endeavoring to show that the people of the Peninsula have a just claim on the Government for the formation of the Summit road. —Yours, etc., v W. Montgomery." From Public Works Office to Mr Montgomery, saying the question of placing a sum on the estimates for road from Long Bay Saddle to sea bench in Waikerakikari Bay would be considered. From Akaroa Counry Council re the closing of Pavvson's Valley roads. From Okain's Bay Road Board as follows :— " Road Board Office, " Okain's B.iy, June 3, 1882. "Sir, —I am instructed to write you re the circulars lately received from Gove r nment, this Board being of opinion that before sending any reply it would be well for the Chairmen of Boards convenient either to meet or to communicate by letter, so as to put the required suggestions in as uniform a manner as possible. Hoping that this will meet your view, and awaiting a speedy reply.—Yours, etc., " 0. S. F. Moore, " Clerk." Mr Checkley moved—''That the whole of the Road Boards on the Peninsula, and the Akaroa County Council, be written to, asking them to meet at the Hill Top Hotel, Barry's L J a>s, on July Isth, to consider the question of local government, re circular sent by Government." Seconded by Mr Wright and carried, i From the Little River Road Board, as follows: — " Little River Road Board, " June 7th, 1882. "Sir, —Having been called :ipon by Government to give an expression of opinion on the working generally of local government in this district, I am directed to forward copy of annexed resolution passed by the Little River Road Board at its meeting of the sth inst., and to request that you may be pleased to express your opinion on the subject therein contained, with a view to unity of action among the Peninsula Road Boards. " Resolution proposed by Mr Parkinson, seconded by Mr Wilson, and carried— ' That this Board, after an experience of over throe years, con-ider the benefits derived from the Akaroa County Council as nil, while the expenditure of that body is heavy; therefore beg that it may be dis solved, on the following grounds;— lwt. That, owing to the isolated position or the Peninsula Road Boards, there is no community of interests between them, and only persons living in each district are conversant with its requirements. 2nd. That the county, during the existence of the Council, has derived not the least practical beneiit from that body. 3rd. That as the funds of local bodies are henceforword to be mostly derived from rates, tho members of each road district are most likely to spend them with the greatest economy, besides giving their time gratuitously. That a copy of this resolution be forwarded to each Road Board on the Peninsula, requesting their opinion and support, end also to Mr Montgomery, M.H.R., and Mr O'Callaghan, M.H.K., for their consideration and support.'—Yours, etc., "T. Quealy, Clerk to the Board." It was resolved that the Clerk acknowledge the letter with thanks, and that it be a suggestion to the LitUe River Road Board that the question had better bo discussed at the proposed meeting of local bodies on Ju!y 15th. KATES. The Chairman called attention to the necessity of at once getting in their outstanding rates, amounting to between £300 and £400. The money was urgently needed by the Board, and must be at once collected. Mr Wright moved—" That an advertisement be inserted in the Akaroa Mail, warning ratepayers that if their rates wore not paid by July sth, they would be at once sued for." Seconded by Mr Checkley and carried. WAISUI VALLEY BIUDGIC. Mr Donovan waited on the Board re payment for the Waiuui Valley bridge to Educational Reserve. The Chairman explained that the work having boon done "without consulting the Board they had not the power to give more than £10, as the act forced them to tender for all works up to or over that amount. The Board were aware the work done was worth more than £10, and would pass a payment for £9 19s lid. They were sorry the proper course had not been pjrsued. PAYMENTS. ADJOURNMENT. The Board then adjourned to the 29th of July.
