AKAROA BOROUGH COUNCIL.
A meeting of this Council was held on Wednesday evening. Present—His Worship the Mayor, Cra Waeckerle, Brown, Chamberlain, Cullen, and McGregor. MINUTES. The minutes of the previous meeting were rend ami confirmed. The last minutes of the Harbor Board were also read and confirmed. CORRESPONDENCE The following letters were read : — From the Minister for Public Works, stating , that the project of the railway siding to Lake Forsyth had been abandoned. From Mr W. H. Henning, as follows :— "Afcaroa, March 3, 1882. " Dear Sir, —Understanding that the Council are desirous of obtaining copies of the leases relating to the Wharf Reserves, I enclose the deed specified below, which I would ask you to kindly return wh , n done with. I may explain that the Government transferred the lease to mo from Messrs Wood Bros, by letter only, which, however, was in terns of the original lease, and for the balance of the term of 14 years from June, 18C8. At the raine time 1 was called on to submit nnmns of sureties, which was done, but the Government not having written further [ in the matter none were appointed. Yours, J. ■ etc, " W. 11. Henning." I
From the Treasury, stating that £1 15h had been paid to the credit of the Council. From Mr Wilkins, aa follows :— " Akaros, 15th March, 1882.
"Gentlemen, —I have in accordance with instructions, taken the levels for forming the portion of Jo!lie street, from Balgtierie street crossing to Goodwill's bridge. I believe this only ia the part which your Council contemplates forming, but I venture to suggest that it is worth your consideration, whether the small piece to the school should not be done at same time. It is only just over three chains long, and will be a very small contract if let at a future time by itself, probably costing more in proportion than it would do if thrown in with the other six chains I have left with the clerk to the Council the rough plan which I havo made for setting out the work, and which shows the fences as they now exist; and to which I call your attention on the town map. Jollie street is shown straight, but Mr Welch in running his base line (drawn in red), and which at Farr's bridge and near Mr Waeckerle's is Bft from the side of road, found that at Mis Hoornan's house it was only 4ft (see plan). I have tried several ways to lay out straight footpaths from Mr Vangioni's to the school corner (marked A on map), but find owing to the great irregularity of the fenced lines that to do so the footpaths would be about Bft in some places and only 4ft in others. 1 1 should be glad to meet, some of your Co'incil on the ground to explain the matter, and to take instructions, if you i would favor me by appointing a day to do so, as I cannot draw the specification or j put in pavement levels till something is settled. To investigate all the grants and define the correct line would take some time, and probably interfere with existing buildings, at the same time it is a matter of importance to your Council to fix on some definite course with regard to these boundaries, as I am personally aware of similar difficulties which will preeent themselves in other parts of the town when the streets are finally formed. "Timber.—l presume the Council will ! find timber for this contract, if so, it will be necessary to order a supply very shortly,—Yours, etc., "W.D. WILKIN, " Licensed Surveyor , " After a lengthy discussion on the matter, it was moved that Mr Wilkins' letter and plan be referred to the Works Committee to report at next meeting. Cγ Waeckerle seconded the resolution, which was carried. FINANCE. Receipts since last meeting — Fines R.M. Court, January, £1 15s; dog tax, £5 10s; total, £7 ss. Credit balance at bank at date, £95 5s 7d. Accounts to be presented—-W. Sims, preparing valuation roll, £5 5s ; W. Maltby, day labor, £2 14s 3d; Akaroa Mail, advertising, Licensing Act, £4 8s 3d ; H. C. Jacobson, printing, £4 10a ; Akaiioa Mail, advertising, Akaroa Wharves account, £3 3s; Jae. Earnshaw, dog collars, £3 Os 10d ; <E. Dkely. labor, 6s; total, £23 7e 4d. > J The accounts as read were passed for payment. APPLICATION. The following letter from Mr Bayley was read :— " Akaroa, March 15, 1882.
" Gentlemen, —I would call yoir attention to tlie dangerous part of the stone culvert near ir.y Hotel properly, which was carried away by the last flood, and ask you to have a wing built at your earliest convenience to ensure safety. The Road Board having put up a fine strong wail on their side, Measn Kedge ami being the contractois, these men would be g!ad to do the same on your side for you. Hoping you will instruct your Chairman of Works Committee to have the work dono at once. I am, etc , " RojßicuT Baylky." Cr Waeckerle pointed out the great necessity of the work. Him Worship said that the Council would do the work, an far as they could,' without encroiicliing on private In fact, the work had arranged for before, and they had only waited for the Road Board to complete their part of the work. ,-•
Cr Chamberlain moved—" That Mr Bayley be informed that the matter contained in his letter is under the eonsidera tion of the Works Committee."
Seconded by Cr Brown and carried, after Cr McGregor and the May or had. clearly enunciated that the policy of the Council would be, as heretofore, not to interfere with private property hut merely to do all needed work on the highway, with, of course, Buch necessary additions as were required to make those works secure. THE GOVfiUNOn. Cγ McGregor axked if His Worship the Mayor had waited on His Excellency the Goverror and offered him the usual courtesies tendered by the heads of municipalities His Worship said that, hearing His Excellency was to arrive in the Government eteiuner Stella, he had gone down to the wharf in the hope of meeting that vessel and welcoming the repreFentative of Her Majesty. He had waited about several hours, but, as they nil knew, the steamer did not come in, His Excellency preferring to come on horseback. He had had the pleasure, however, of meeting him on the day after his arrival, and conversing with him on borough mutters. Cr McGregor expressed himself as perfectly satisfied and pleased with his Worship's explanation. GENERAL. The Mayor said that since last meeting objections to the Valuation Roll for the incoming year hal been heard and the rating value reduced in two cases. The roll had now been signed. The rating value of the properties in the Borough for the ensuing year was £5106 as against £5102 8s for last year. The objections to the proposed scale of wharfage duos were advertised to be sent in by Tuesday next and he v.-ould ask xhe Council to arrange for a sitting for the purpose of considering any objections that may be sent in. The meeting then adjourned.
