AKAROA AND WAINUI ROAD BOARD.
A meeting of this Board was held on Saturday last. Present Messrs Chappell, (Chairman), C. McDonald, and G. Checkley. MINUTES. Ihe minutes of the provious meeting were read and confirmed. DEPUTATION, Mr Reid waited on the Board, respecting a fence he was about to erect near his bridge at Wainui, which would encroach upon the present Saddler's road, part of which was his property. He did not like to commence the work till he had seen the Board. The Clerk was instructed to visit the locality and report. ' Mt. Bossu. Mr McKay waited on the Board, asking them what steps they were taking respecting the opening of the new road to Mount Bossu. as the old one had been fenced across. The Clerk said that a certificate regarding the closing of this road had gone astray, and ho had received a letter from Messrs Harper and Co. on the subject:— "Christchurch, Dec. 8, 1881. "Sir,~Your letter of the 3rd inst,, duly received, we enclose a certificate for tho" signature of the Chairman of the County Council. The former certificate appears to have miscarried as we cannot find any trace of its having been received by us.—Yours, etc., " Harper & Co." Mr Baker, Chairman of tho County Council, was in town, but would sigh thenecessary document on Tuesday, and the matter would then proceed. A discussion ensued as to the best plan to be pursued, and Mr McKay said he would give the necessary totara for the culverts if a passable road were at once made. Mr McDonald said it was thoroughly understood that a better road should be given to the people when the old road was stopped. The work must bo done, and a twelve foot road should be substituted for the old ten foot road. Correspondence from Mr McKay, dated 11th June, 1879 was read as follows :— "Wainui, June 11, 1879. " Sir, —I will agree that the present road leading to my property through Rhodes' flat should be closed on the following conditions, namely :—That the compensation money should be equally divided between the Pass road, leading to Mr Kennedy's, and on the main line,of road, now under contract by Mr Kenny, as there is only fifteen chains of the latter road twenty feet wide, and the remainder of it is quite unfit for dray traffic, owing to the steepness of the banks, Yours, etc., " William McKay." The following minute passed at the meeting of the Road Board on June 14, 1879, was read :—Proposed by Mr Shad bolt and seconded by Mr Curry, "That providing all parties interested will give their consent in writing to the stoppage of the.old road, that the sum of £500 be considered the amount saved to the district, to be spent on the following roads, viz., £250 in widening the Mount Bossu road through the Pilot Reserve to the width of 20ft, and the remaining £250 be expended on the proposed Wainui Pass road, which is to be decided at a future meeting."
The following letter from the Board tc Mr McKay was read :— •• Si r) _By direction of the Board in answer to your letter of the 11 lb June re agreement*for closing tho road leading to your property through Rhodes's Flat, Wainui. I have to inform you that the Board accept your offer in terms of your letter above referred to. (Signed) John Barwick.
After further discussion, during which the Clerk stated from the books that £2117 8s Id had been expended by the Board on the road.
Mr McKay gave in the following
letter: —
" Duvauchelle's Bay, Dec. 10, 1881. " Sir,—About three years ago the Akaroa and Wainui Road Board promised me, in writing, that if I would agree to the closing of tho old road through Rhodes' flat, Wainui, the Board would expend tho sum of £250 on widening the road from the Wainui Jetty to the Pilot reserve, and also the sum of £250 on the Wainui Pass road. I may state that the reason the Board promised to expend these amounts on these Roads was that by the old Road being closed I lost a considerable amount of frontage from my property. As the residents in the District are entirely without a road through Rhodes' flat, Wainui, I have now respectfully to ask your Board to expend tho £250, originally promised to be spent in widening the road from the Jetty to tho Pilot reserve, in opening,
forming, benching, etc., the new road through Rhodes' fiat, Wainui, from the Pilot reserve to the end of the present Mount Bossu road, the width to be not less than 15ft. Yours of-., " William McMay. «p.S._lf the Board a<rn>e t» open and form the road I will allow th-mi to take any totara timber necessary for culyeit* for the said road free of cost. •• W. M." After further discussion Mr M<-Donald moved: "That the offer set forth in Mr McKay's letter be accepted, namely, that the Board form a road through Rhodes's Flat 15ft wide out ©f the £250 which was agreed to spend in widening the Ml. Bossu road through the Pilot Reserve, Mr McKay furnishing the contractor with totara for culverts. Mr Checkley seconded the resolution winch was carried. VANGIONI's CONTRACT, MT. BOSSU ROAD. Mr McPhail waited on the Board, asking them to have the Mount Bossu road widened in three parts of Vangioni's contract, and agreeing to perform the necessary work at half the Clerk's estimate. The Clerk was instructed to visit and report. gough's bay road. Mr G: Kearney waited on the Board asking if they would assist him in making a road to his property. He was requested to put himself into communication with Messrs Jules and Etienne Lelievre, asking them if they would contribute to the forming of the said road. The Clerk was authorised to open any communication on the subject, and call for tenders. The work to be a 4ft track. POUND KEEPER'S REPORT. Mr Libeau, keeper of the Duvauchelle's Bay pound, brought up a quarterly return, and complained about the troughs not being ready yet. The Clerk said that the timber for the troughs was on the road. GORSE ON ROADS. The Surveyor was ordered to give notice to offenders against clause 97 of the Public Works Act that the penalty would be enforced. CORRESPONDENCE. Letters were read as follews: — From Messrs Masefield Bros, re payment for road contract, Gough's Bay. From Mr Joseph Wilkin, complaining that Mr Geo. Checkley used a sledge on Flea Bay road. The letter was ordered to be acknowledged. From Government, notifying that a subsidy of £220 14s 9d had been paid to the Boards credit. From the County Clerk as follows :— "Akaroa County Council, Nov. 23. 1881. "Sir—l have the honor h}' direction of the above Council to ask you what steps 3'our hoard intends to take with regard to opening the Mount Bossu road through Rhodes Flat Wainui, an early answer will oblige as this Council meets a gain on the 17th December. Ycurs etc.. " Edward S. Latter, "Clerk." It was resolved that the Council should be informed that tenders had been called for the work. TEN HERS. Tenders were opened from Messrs Robt. Stewart and L. P. Johnson for Wainui Valley bush road. Both were rejected as exorbitant. GRASS SEED ON ROADS. It was resolved to advertise for tenders for the grass seed on the roads. ELECTION OF THREE MEMBERS. Tne Clerk was instructed to take the necessary steps toward the election of three members in place of Messrs B. Shadbolt, T. Brooks and G. Checkley. who retire in terms of the Road Board Ordinance, 1872. ACCOUNTS. Accounts amounting to £107 19s 8d were paesod for payment. OLD FOUND ROAD. It was resolved to cali for tenders for repairs to the old pound road. The Board then adjourned till 2 p m. on Dec. 24th.
