ENTLEMEN,—At tho request of VJT several electors of this fining 1 have agreed to become a candidate to represent it in the County Council. Should you do me the honor to elect me, I shall do my best to get the Council to work as an administrative body only, without .making use of its rating powers. By forwarding the interests of Berard, and constant attention to all local matters, and by giving a careful and independent consideration to all county questions to tho best of my ability, I hope to gain your confidence. My opinion is that the Council should take more energetic action in the promotion of public ivories, especially roads and bridges to open up the resources of the County, and that the special claims of the County should be more energetically pressed on the Government, with a view to that object. TO THE RATEPAYERS OF THE BERARD RIDING, IN THE COUNTY OF AKAROA. I BEG most respectfully to say that I shall offer my services as a Can didate for the Berard Riding, in the County of Akaroa, at the forthcoming Election. In doing so I cannot say that I am in favor of the County Council in preference to the Road Board. I am at present a member of the Road Board, and have been one of that body since its infancy. Under the circumstances I beg to say that I cannot conceiv how any other body can fill the place of the Road Board, as the gentlemen I have been connected with on that body for a number of years have always been found to be most straightforward and honest in all their transactions, and in disposing of the public moneys placed under their trust. I b>g most respectfully to say that if returned I shall always endeavor to do my duty in a trustworthy manner, as I have, hitherto done, and I consider it is quite, tiee. the Katep;iyei\s had a meeting, at which all Ratepayers should r.tt nd, to decide whether they will give up the County Council or the Road Board, for it is impossible to keep up two rating bodies. TO THE ELECTORS OF THE BERARD RIDING. TTNDERSTANDING that the vJ Electors of this district wish to have an expression of opinion from the Candidates, I hasten to put mine in print, where it will be seen by more than could attend a meeting. I do not think it is the duty of any one man to dictate as to whether the Council or Road Board should be done awfiy with. 1 think that is a matter that sk uld be decided by a majority of ratepayers ; but I do think the Council could do the work of the Road Boards» who must pay for salaries of clerks alone about £GOO or £700 a year, which sum would pay a good engineer and one or two practical men, who, I am sure, could superintend all the work of the County, and save the enormous amount that is spent by some ©f the Road Boards on surveying. Every part of the County will have a representative in the Council, who, if he does his duty, will see that thau district gets its fair share of the public money. Now, this has not been done by the Road Boards, as witness a letter in this paper (Nov. Ist) by the present Chnirman of the Akaroa and Wainui lioad Board. Besides, we are in a different position to any of the Counties on the Plains, in I which some of the Road Boards arc rolling in wealth ; but, owing to the natural formation of the Peninsula, our roads cost a very large sum to make and keep in order, This ought to be considered by our Government, who should assist us by special grants. "We are saddled with the County Council, which we cannot get rid of. It has been, and will be an expense, and, in my opinion, the best thing is to make it useful. Before concluding , , there is another thing I must mention that ought to be altered. The polling place for the Berard Riding should be moved from its present position, in an extreme corner, to a central position in the Riding. WM. TAYLOR MASEFIELD.
