AKAROA BOROUGH COUNCIL.
The usual fortnightly meeting was held on Wednesday night. Present—His Worship the Mayor and Crs Bruce, Black, Chamberlain, and Gutberlet. THE elections. The Mayor read a communication from the returning- officer giving the names of the three gentlemen elected as councillors. Messrs Cullen and Adams were present, but not Mr Meech. Hid Worship the Mayor said : I have much pleasure, Or Cullen, in congratulating you on your le-clection. I know how
we'l yon carried out your duties in the past, which is a sure guarantee that yon will do the same in future. lam sure that the burge-ses did well in re-electing you, for I enn bear witness that during my term of office as Mayor you have been exceedingly painstaking in fulfilling the duties of your office. Cr Adams, lam also proud to t,ee you at this table. It shows that the burgesses have awoke to the necessity of sending their best men to represent them in this Council. I compliment you on your election, and have no doubt you will do good service as a councillor. Messrs Cullen and Adams then look their seats as councillors, after making the usual declaration. MTNUTES. The minutes of the past meeting were then read and confirmed. outward correspondence. The outward correspondence was read and approved.
INWAUD CORUF.SFoNUrO.CE. A letter was read from Mr Meech, staling that having been elected a member of: the Council, he wished tho Council to release him from being one of tbe securities for the Town Clerk, as it was necessary that form should be gone through prior to bis taking his seal. Tho Mayor explained that Mr Meech was onecf the securities for the Town Clerk, and did not think he could take his seat till realised from that responsibility. He thought Mr Meecb was right in the position he took up. He suggested the Town CJerk might find security in one of the guarantee societies. Cr Bruce said lie was in favor of relieving Mr Meech from his security, if: the way could be pointed out. Would it be necessary to move a resolution to that effect ? The Mayor thonglit it would be necessary to give a notice of motion to rescind tbe resolution before Mr Meecb could be released. After further discussion it was agreed to leave the matter till tho end of the meeting. An application from Mr Billens for a crossing to his store in Lavaud street, Akaroa, was granted. Cr McGregor wrote as follows : — I fear that owing to a business engagement I shall not be aide to be present at the meeting of the Council. If elected on any committee you have my authority for saying I will act with p easure. In referrence to the wharf committee if your Worship will allow me to suggest, I think that in the present state of the wharf arrangements and correspondence it would be desirable to simply continue tho existing members, viz., yourself, Crs Black, Bruce, and. tlie writer. Ido not think we require a new member in place of Cr Noonan, as I found the committee as originally constructed rather numerous. Mr Marlindale bas sent me his report re fastenings, and I have enclosed it lo Mr Barwick to embody in his final report, but this last at tho hoar of writing is not to hand."
The following letter from Uio Akaroa and Wainui Road Board Clerk was read:—
" By direction of the Board I have to point out that they are extremely anxious to have the necessary repairs done to stop the overflow of tbe main creek at junction of mill stream near the northern boundary of the Borough. As there is some differ— ances of opinion as to the true position of the divisional line between the Borough and the Road District. I have to beg tbat you will co-opeiate with the Board in having the said divisional lino definitely defined, the Bo'ird agreeing lo hear half cost of the survey." It was agreed on tho motion of Cr Cullen that the letter should be acknowledged, and the request granted. A letter was read from Messrs Garriek and Cowlishaw was read re the Wainui Road Board and the water course* running into the Borough.
The Mayor said be did not thhk the matter should have been put on a lawyer's hands at all, as be thought it could be arranged between the Council and the Road Board. If the Council had known as much of the matter as he had from conversations with members of the Road Board, he was sure they would agree with him. Cr Bruce agreed. Cr Black moved tbat the letter of Messrs Garrick and Cowlishaw be acknowledged, and they be informed that the Council are negotiating with the Road Board on the matter. Further, tbat tbe Road Board be written to, informing them that the Council are willing to pay a part of the expence in putting in tlie culvert. Seconded by Cr Bruce and carried. TENDERS FOR Tiin.EK. Mr Dalglish's offer for supplying the timber required by the Council was accepted, at 13s Gd per 100 feet. VALUATOR'S REPORT. A report from Mr J. Armstrong, valuing the fence on reserve 1901 at 25s per chain, was approved. THE RATES. The rate collecto- stated that only £96 12s Gd had yet been paid, out of a total of £255 12s sd, so that though tbe rate had been payable nearly three months, £158 19s lid was still outstanding. The Mayor said that something should be done to get in the rate, as they would shortly require the money ; besides, those who had not paid were not acting fairly to the other ratepayers.
It was agreed tbat an advertisement should be inserted in the Akaroa MaL, stating that unless the rate wero paid before the Ist 0 loher legal proceedings would be taken THE CATHOLIC FENCE Cr Adams was appointed to see that this fence was properly erected, so that the account might bo paid. surveyor's report. The following report from Mr Wilkin was read ; — » Akaroa, 14th September, 1881. "His Worship tne Mayor and " The Akaroa Borough Counci'. "Gentlemen, —Ist In accordance with 3 r our instructions I have had the bridge in Jollie street near Goodwin's forge put into sufficient repair to carry light traffic for the present. "2nd I have had the Cemetery road cleared of slips, and a 2ft box culvert, put in at the domain gate in place of the 12in pipe drain previously existing, part of which was destroyed by the late floods. The 2ft culvert will carry off any drainage likely to comedown the gully, and prevent the "road from being Hooded by storm water as heretofore.

Aylmer's Valley road, between the top of Percy street and ihe town boundary which should be cleared,
sth Tbe contractor for tbe Balguerie street improvements is progressing fairly with his work. I shall bo glad to receive your Council's instructions as lo the drainage at the boundary o£ tbe Borough concerning which I have already addressed you.
" Yours obediently, | " W. D. Wilkin, "District Surveyor." The report was received and adopted. Cr Chamberlain asked whether there was any definite arrangement with the engineer as to payment for bis services. His Worship said that there was no definite arrangement, but that Mr Wilkin had promised to be very moderate, and he Wiis sure he would be. He would however, request the Town Clerk to ask Mr Wilkins to send in his account. FINANCE. The following report was laid before the Council by the Town Clerk :— Receipts since last meeling—Rent reserve (.Sadler), £4 ss; fees and fines (July), ill 15s; general rate, 1881, £6 19a; total, £12 19s. Credit balance at bank at date, £204 7s 7d. ACCOUNTS PRESENTED. Chairman Roman Catholic Church, half cost of dividing fence, £8 10s; W. Parsons, poll clerk at election, September Bth, 10s 6d; A. Scott, carting, £5 13s Gd ; Wiggins & Co., printing, etc., £1 17s 6d ; Aiiaroa Mail, advertising, £4 lis Gel ; J. Ryan, day labor, £1 Is ; W. Malt by, £3 13s Gd ; total, £25 17s Gd. Tbe accounts were passed for payment, those for the fence between the Borough Reserve and Catholic grounds being subject to Mr Adams's spproval. DRAIN PIPES FOR BALGUERIE STREET. The Mayor said that the pipes for Balguerie street had been lost in the Paua in Flea B iy, and that a, fresh lot would be required. It was agreed that the C'erk should write to Messrs Austin and Ki/k for a fresh supply. APPOINTMENT OF COMMITTEES. The Mayor, and Crs Adams and Cullen were elected members of the Woiks Committee. The Mayor, nnd Crs Black, Bruce, and McGregor were appointed as members of the Wliarf Committee. NOTICE OF MOTION. Cr Cullen gave notice that ho would move at the next meeling. "That the resolution of the Council of January 19th be rescinded, re the Town Clerk's bond ; and the Clerk be requested to find security from a guarenleo society, for the sum of £100." Tho Council then adjourned.
