AKAROA AND WAINUI ROAD BOARD.
Saturday, August 27. A meeting of this Board was hel 1 on the above date at their office, Diiv uchel-o's Bay. Present—Messrs Cliappoll (in the chair), Shad bolt, and Williams, Hie minutes of the previous meeting were read and confirmed. INTERVIEWS. Mr Jos. Libeau, poundkeeper, waited on the Board to state that he required a lock for the pound, and also a trough for watering cattle. The Clerk was instructed to attend to the former matter, and to get a quotation i'or iron troughs. Mr Hammond wanted some willows growing in the creek near Boll's crossing removed. The Clerk was instructed to see MrLyon and Brdltueyor's Lniutecs a.-i to gluing the channel cleared. Mr John Wright asked'-for holp to nrect a bridge across the,creek near the Education Reserve. :'■• Tue Clerk was instructed to report whether a public road existed where the bridge was asked for. Mr Tizzard wanted to know when the Board were going to carry om some promised work near Ins place. The Board pleaded that they had no fur. da. Mr Tizi'.aid opined that it would be al the same if they had £10,000, and retired protesting. COKRESI'ONDKNCE. Letters were read— From the Akaroa County Council, enclosing for the Board's consideration a copy ot" the following letter from Mr A. C. Knight:— 11 Tekau, Barry's Bay, '■ lGth August, 1881, " The Chairman '■ Akaroa County Council. " Sir, —1 have the honor to address yo'i on the subject of the rood across Ilhodus's Flat, Wai'iui, in hopes that your Council may be able to ace iu> way to relieve tho settlors in that part of the district from the exception. a special grant was voted by the Provincial Government some years ago, has been completed for about two years, with the exception of the piece across Rhodes's Flat. Mr Rhodes last March signed the deed conveying the road to the public, but it is in the hands of his Lawyers until the Road Board pays a small sum—l believe about £20—as agreed, the new road containing more hnd than tho old one. The Road Board has been more successful in this instance than it has hitherto been an regards the old Duvauchclle's Bay road, the. old road having boon legally closed for many months, but the Road Board by its negligence has omitted to complete tho purchase of the new road, so that those who use the Bossu lino can only do so by trespassing on private properly, a state of things which I venture to say would not bo countenanced by any other Road Board. The Board has until last month insisted that the only obstacle to opening the new road was through Messrs Harper & Co.'s d'latoriness in not preparing the deed of conveyance, but this having at last boon found to bo at variance with the truth, the settlers despairabout tho Board doing anything for them, so that I now bog to apply to your honorable Council cither to take the work iv hand, or when next allotting an j' money to tho Road Bo:ml to do so conditionally upon s. sufficient sum being used for opening the road across Rhodes's Flat, say 15 feet wide. J believe about £100 would be sufficient for the purpose, but I may add that tlmse interested would be far more pleased and feel more certainty that the road would bo actually made if your Council undertook tho work itself.

Knight. ,, It was resolved—"That the County Council bo written to, giving as reasons that the Mount Bossu road has not before been opened—(l) that the necessary deed as stated by the Board, was not ready before June; (2) that since receiving notice the Board has not been able, for want of funds, to pay the amount required for excess of land taken and additional fencing required ; and further beg to stnte that they have arranged with Mr McKay for n roa , ) through hie land, pending the opening of the new one, and they wish to point out that the cist of land, fencing, and making the road 15 feet wide will be about £250, and is quite beyond the present means of the Board." From Air V. V. Maseiield, asking for pipes to take away the watw on the side of the main road near his place. The request was granted, and the Chairman was authori-ed to sell applicant some pipes for the purpose of draining his orchard. From the Akaroa County Council, confirming the appointment of Mr Joseph Libeau as poundkeeper. From the same enclosing cheque for £15 12s Cd, balance of contract for pound. From Mr Joseph Willcin, expressing a hope that when the road up Aylrner's Ilill was completed the Board would not allow sledging on it,. Mr Wilkin to be informed Ujit if any sledging were done it was without the knowledge of the Board. If applicant would inform them of any case.s of it, the Board would put a stop to it. From the Chief Surveyor, as follows :— " Survey Office, Chii.-tchurch. "August 22,1881. " The Chairman, " Akaro.iand Wainni lload 80-.r>l. " Referring to your letter of May 17. I shall be glul if yon will let me know when your Boiri arrives at a decision about the road to W;iinui P.iss as the settlors are asking that the survey may bo finally determine I so that they can go on with their fencing. Tt \va<? decided Mint Mr Anson be written to asking him to decide at once what he proposed to do in the matter, .so that the Board could give definite information to the settlers as to their lines of fencing , . From Mr U. Z. Davis, calling attention to the difficulty of access to his property, as he could not get to it without trespassing. He therefore asked the Board to clear the portion of the graded road from the low saddle to the new Long Bay road about ten feet wide.
The Chairman confirmed the statment tli.it the writer of tho letter and otheis had no mentis of access to their land. The Clerk was instructed to write and ask what assistance the settlers would be prepired to give in the matter. Fiom the Returning Offices, reporting that Mr Thomas Brooks hid heen returned as a member of tlie Board in placo of Mr 11. Piper, resigned. From Mr R. Murphy, asking permission to erect a house on the chain reserve on the Head of the Bay jetty road. The application was declined, the opinion of the Board being that they had no right to give a permission which might give rise to future complications. From Mr J. Waeckerle, calling attention to the bad state of the creek above his property, and to tho fact that the culvert had again been washed away. Resolved that tho Chairman and Clerk visit that part of the main creek complained of by Mr Waeckorle and ascertain whethur it is in the Road district; if so, to make an estimate of cost of repairs ; if found to be within tho BorougK, to write to thut body on the subject. . ROAD MAINTENANCE. The following report by tho Clerk on the road work in progress was lead :— " Road Board Office, "27th August, 1881. " The Chairman " Akaroa and Wainui Road Board. " Sir, —In compliance with orders I have been through tho whole of tho main road contracts let, with the exception of the Long Bay road, the weather having put a stop (o visiting this road, and have to report that the whole of the contractors are c .rryiiig out their works in a very satisfactory manner
" Further, I have to report that since visiting the aforesaid works tins last rain lias done a considerable amount of damage, in fact it is something sorious on Mos. 1 and 2 main road contracts. " I have also to report that the work done at cieek at Borough of Akaroa boundary has been completely washed away. " I would therefore advise that work be allowed to remain untouched imtil the cause of destruction is repaired viz., the main creek must he diverted into it;? proper channel.— " J. nni ciir, 11 Your Obedient, •'JuiIN iJAKWiUK "
TENDERS. The following tenders for maintenance of: the Onuku road were opened :—S. P. Johnson £90, W. Brown £92 7s. It was decided to decline both tenders as excessive, and to call for tenders for clearing away present slips and repairing culverts. PAYMENTS. The following accounts wcro passed for payment :—P. Shad bolt £4, R. Noonsn £4 12s 6d, Mitchell and Curragh £12 6s, W. McKay £3 10s, James Hammond £3, J, Wardlo 7s, W. J. Curry as representative of the late J. Curry £2 16s, P. Shadbolt 7s, F Halm £2 18h, J. *Barwiclc, salary £1G 13s 4d, Akaroa Mail on account £5. A claim from S. Johnson for £1 Is was disallowed. A letter was read from Mr F. W. Williams, resigning his seat on the Board, in consequences of his appoaching departure from the district. The Board expressed great regret at losing Mr Williams as a colleague. The rate ijook was examined and signed by tho members present, and notice given of a resolution to strike a rate at the next meeting of the Board. The Board thon adjourned till Saturday, October 1.
