AKAROA BOROUGH COUNCIL.

Wednesday, August 3. A meeting of this Council was held on the aliove date at their offiren, Bnlguerie street. Present—His Worship the Mayor (in the chair), Crs McGregor, Noonan, Brown, Gutberlet, Chamberlain, Cjillen and Bruce. The miruitcs of the previous meeting were rend and confirmed. CORRESPONDENCE. Letters were read— From the Secretary of the Charitable Aid Board, forwarding copy of statement of receipts and expenditure on Hospitals and Charitable Aid for the year ending June 30 1881. Prom the Public Works Department (circular), containing instructions relative to taking lands for Public Works. From Mr G. H. Saddler asking the Council to appoint a valuer of the fence he had orected on the reserve he rented from the Council, the tenancy for which had expired. On the motion of Cr McGregor, it was resolved that Mr J. D. Bruce be requested to act as valuer on behalf of the Council, the fee being fixed at ton shillings and sixpence. From Mr J. Berwick, stating that in his opinion Mr Fenton's plans for Balgueriu street could not bo successfully modified, and recommending their adoption " as far as they go." WOBKS SUB-COMMITTEE. Cr Cullen reported, on behalf of this committee, that they had accepted Maltby's tender for work in Percy street, and that of Sullivan for Aylmer street. They had also cleared out the culvert near the Mail office corner, which was completely blocked up. Further, that they were having some filling in done on the Beach road, near Mr Black's shop. The action of the committee was approved. WHARF COMMITTEE. Cr McGregor presented the report of the above committee, as follows:— " This committee beg to report that they have drawn up and agreed to a fresh tariff for the wharves in the borough, and which will come into force by way of by-law under sec. 59 of ' The Harbor Act, 1878.' The committee have to suggest that tho necessary authority be given to the committee to have the same publicly notified, in terme of sub-sec. 2 of the above sec, of the Act. In the meantime the draft copy of the same is open for the inspection of tho Council. " The committee have to suggest, further, that the intentions of the Council be laid before the Government, stating that the present lessee is a consenting party to the proposed alterations, and asking their approval to the variation ol the lease. " The wharf accounts for the year ending 30th June last have been duly audited by the Borough Auditors and found correct." FINANCE. Receipts since last meeting—General rate, 1881, £22 12a 6d; rent reserve (Ditely) £5 7s; dog tax, £1 ; fees and fines, £1 ss. Total £3C 4s 6d. Credit balance £233 16s. Accounts to be presented—Akakoa mail advertising, £4 4s 9d ; Wiggins and Co., stationery, £1 18s 6d; E. Leprou, repairs to lamp, 10s; McGuire, day labor, 6s. Total £6 19s 3d. DEFECTIVE CULVERT. Cr Bruce called attention to the state of the culvert nearly opposite Mr Armstrong's property. It was a very dangerous spot, and the culvert required to be lengthened. He would move that the Works Committee be instructed to have the work done. Cr McGregor admitted that the place was a bad one, but objected broadly to frittering away money on petty works which would hereafter be absolutely useless ; sooner or later they would have to grapple with the question of thoroughly reforming the main street from end to end. He would move as an amendment, " That the motion is too vague, and that the work in question is part of a system of tinkering that no permanent good results from." On a division there voted—For Cr Bruce's motion, Crs Bruce, Chamberlain, Brown, Noonan, and the Mayor. For the amendment, Crs McGregor, Cullen and Gutberlet. The motion was therefore carried.

STATE OF THE POUND. Cr McGregor called the attention of His Worship and the Council to a report of a case heard before the E. M. Court, which had appeared in the Akaroa Mail. A defendant charged with driving sheep through the had alleged ibat the pound was in such a bad state that the lives of the animals would have been endangered if they had remained in it. Of course he did not know anything as to the facts of the case, but he thought enquiry should be made as to the correctness of the statement. His Worship said he had noticed the report referred to by Cr McGregor, and had intended to enquire into the matter, but it had escaped his memory. The Town Clerk was instructed to visit the pound and report as to its condition. FOOTPATH IN JOLLIE STREET. Cr Cullen mentioned the bad state of the footpath in Jo!lie street, from the Mail office to Dr Watkins's corner. It was really hardly passable. Largo stones were projecting, which rendered it quite unsafe for passengers. Cr Chamberlain agreed that the footpath wanted attending to, but thought the people at the other end of the town would be apt to complain that too much money was being spent at one end. His Worship said that was the first time he had heard the question of "ends" brought up since he had been in the Council, and he hoped it would be the last. It was agreed to have the footpath in question rendered passable by the removal of the large stones and gravelling it. REMOVING SHINGLE. It having been mentioned that some persons were in the habit of removing shingle from the beach immediately below the road leading towards the Cemetery, His Worship promised to see that the practice was put a stop to; The Council then adjourned.
