Tho minutes of last mealing were read, and the following correspondence laid before the Council : —

In (he matter of the fencing of tlio Roman Catholic Chapel grounds, Vα CuJlen etatsd that ho and His Worship the Mayor had opened the tenders and accepted one at £2 per chain. Tho tenders had rangod from £1 15s to £2 Go. FINANCE, Receipts since last meeting—fees and fines (Mny month), 15s; general rate of 1880, 7s G(\ ■ general rate of 1881, £32 la. Total—£33 3s Gd. Credit, balance at Book £213 18b 10d. Accounts to ho proSflßled—Auditor 1880 81, £2 2e ; Inspector of nuisances (half year), £5 ; Day labor (O'Sullivan), £2 17s; Clerk's salary (ona month), £4 3s 4d ; Advertising in Lyttelton Times, £1 In ; Day labor (Maltby), 6s. Total—£ls 9s 4d. It was renolved that Mr Henning should bo paid £25 for the wharf light. Cr Cullen drew the attention of the Council to the state of the Mail corner, but Or McGregor thought the matter could not be brought forward unless after formal notice. The most important aiatter before the Council was the motion of Cr McGregor on the state of Balguerie street. He introduced the consideration of the subject by saying that the question of finance wan now practically settled, inasmuch as the Board had £550 to upend, and therefore the iwatit of funds would be no cry. Elaborate plans had been asked for and lan unfortunate job prevented. Ho was I supported in his assertions about the necessity of action by Dr Gnthrie, tho Health Officer, and others. He gave a general resume of the plan of operations, and conf osaed that the expenditure would be large, but that the Council possessed adequate funds. He impressed on tho members of tbo Council that they were pledged to do the work. With the assistance of His Worship he explained the various divisions of bis motion to tho satisfaction of the Council, and tho motion was adopted. It is as follows '.—■

" That the Council adopt the specification, plan, and cro3B-section prepared by Mr H. H. Fenton for the re-forming of and constructing footways and other works in Balguerie street, subject to the following additions and alterations :— " Ist. That water flowing in the side channel as proposed on the south side of the street, from the town boundary to the intersection of Muter street, a distance of about 286 chains, be conducted into the present culvert at the end of Muter street, and tho influx protected by en iron grating of sufficient size. " 2nd. That where the water channels cross Lavaud and Jollie streets crossing channels bo provided of not less than 6ft wide nnd of a not greater depth than 1 foot, in centre, the same to be carefully pitched with stones hammer-dressed on the top. " 3rd. That the channeling on the south side be continued to seaward. " 4th. That the street line be carried on straight where the creeks bend inward between Mr Wight's and Mr Gundy's properties, a sloping wall being made for protection, and that the open space between Mr Wight's and Gundy's properties bo protected by a rail fence. " sth. That tho proposed pitching of the side channeling on the north side of the street, a distance of 2431 Iks. be omitted from specification, and a channel formed alongside tiie kerbing as in other parts of the town, crossings at Lavaud and Jollie streets oxcepted. " 6th. That tho clause of specification about Mrs Guindon's property be made more definite.
