Paris, March 19.
It is announced that a i>ew French loan of one milliard of francs (forty million pounds stg.) will shortly be •raised. The minimum price will be thirty francs in gold. In a public circular announcing, the issue of the loan, the Minister of Finance refers to the relations of France. These lie sta>''cS'Convinse of a friendly character, lie pacific policy of the Government in external affairs having been fully developed. Refining to the intentions of Government in regard to the loan, he announces that the same will be solely devoted to a full development of the internal resources of France.
