There is a rule in the Masterton Town Council (Wellington district) that a member can spr>ak as often as he likes. At a recent meeiing of the august municipal body 33 speeches were delivered promiscuously. Tho mayor contributed nine out of the 33 addresses, and we are told that the 33 speeches, beyond confusing the speakers and confounding the subject matter, led to nothing.
