AKAROA BOROUGH COUNCIL.
Priday. Nov. 20, 1880.
An adjourned ordinary meeting of this Council was held last Friday at their offices Balguerie street. Present:—His Worship the Mayor (in the chair), Crs Cullen, Garwood, Bruce, and Noonan. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. .. The Clerk read tho outward correspondence. Letters were read :— ' From the Colonial Secretary, acknowledging the receipt of the notification of the election of Mr J. D. Garwood as Mayor. From Mr IJ. Libeau, asking permission to erect what he called a screen to protect the window of the shop he occupies opposite tho;\vharf. After some discussion, Cr Garwood moved that the request be granted, subject, to...the approval of the Works Committee, and in accordance with ; the by-laws. Seconded by Cr Noonan, and carried. FINANCE. The Mayor reported tho receipts since last meeting to be—General rate £27 18s Gd, footways (Jβ! lie-street) £2 10s ; total £30 8a 6d. The overdraft had been reduced to £47 18s 9d. The following accounts were passed for payment -.—Clerk's salary, £4 3s 4d ; printing, advertising, and stationery, £5 9s. Total, £9 12s 4d.
His Worship further stated that, in accordance with a, resolution of the Council, he and the Clerk had arranged for a supply of dog-collars. The prices were Bd, 9d, and 10d.

OUTSTANDING RATES,
His Worship called attention to the fact of the Council having authorised the insertion of a notice, calling upon all ratepayers to pay up prior to the 30th inst. He would like to know what the Council wished to be done in the matter.
It was resolved that the collector be authorised to sue for all rates in pursuance of the notice already given.
INSPECTOR OF NUISANCES.
In answer to enquiries it was elicitec that at present there was no Inspector o: Nuisances.
On the motion of Cr Garwood the Clerk was appointed to that office.
TELEGRAPHIC CHARGES
Cr Garwood wished to cal! the attention of the Council to the question of the addi-
tional charges made for telegrams. He thought it was a matter which the Ceuncil should take up. He did not see why this place should be handicapped as it was, especially since the Government had curtailed ■ the expenses of the ofriee bo considerably.
Several councillors spoke to the same effect, and it was resolved to write to the Commissioner of Telegraphs on the subject.
PIGEON BAY MAIL SERVICE.
His Worship stated that he had taken upon himself to telegraph to the Chief Postmaster on the question of the stoppage of the Pigeon Bay mail servi'jo. Ho had received an answer informing him that the Pigeon Bay mail would now be sent via Duvauchelle's Bay.
Cr Garwood thought His Worship had made a mistake in telegraphing to the Chief Postmaster : ho should have gone to head quarters at once, and communicated with the Postmaster-General. He would move that a telegram be sent to the Post-rnaster-Goneral, asking for an explanation. —Carried. (Cr McGregor here entered and took his seat.) OFFENSIVE DRAIN. His Worship called attention to an offensive drain. Cr McGregor asked if anything had been done with regard to the appointment of an Inspector of "Nuisances. On being informed that a resolution had been passed appointing the Clerk to that office, Cr McGregor pointed out that it would be necessary to comply with the 232 nd section of the Municipal Corporations Act in making the appointment. It was resolved to take the steps prescribed by the Act.
