AKAROA BOROUGH COUNCIL

Iriday. Nov. 12, 1830.

An adjourned ordinary meeting of this Council was held last Friday at their offices Balguerie street. Present:—His Worship the Mayor (in the chair), Crs Cullen, Garwood, Sunckell, Bruce, Gutberlet, and McGregor. The minutes of the previous meeting were read and confirmed. COERESPONDENCI3. Letters were read :— From the Returning Officer, notifying the election of Mr J. Sunckell, jun., as a councillor From the Treasury, advising the payment of £1 15s to the credit of Hie Council, being fines due to the Borough collected in the R.M. Court for the month of August. THE WHARF. A letter was read from the Marine Department, offering to hand over the Government wharf to the Council, together with the rents collected therefrom from July, 1876, to June, 1880, amounting to £424 7s 10d ; the Council to undertake to spend this sum on repairs to the wharf,and to maintain the light. Cr Cullen thought the Council should take over the other wharf also. No doubt it would fall into disrepair, and accidents might happen. Cr McGregor thought thai while they had the subject under consideration they should ask the Government to vest the wharves in the corporation in terms of the Harbors Act. He would move—That this Council, having considered the letter of the Government of Oct. 25 re the wharf, agree to expend the amount specified on the Government wharf, and further that the Government be requested to vest the management of the wharves within the borough in the Council under the Harbors Act, 1878. The motion was seconded by Cr Cullen and carried. CrGarwood thought that something else would be necessary. The old wharf was constructed, and the rates levied, under a Provincial Ordinance. The rates would require to be amended. There was no doubt that at present they were unequal in their operation. He considered the foreshore should also be vested in the local body. Cr McGregor said that, although the Provincial Ordinance was nor repealed, an Order-in-Council was all that would be necessary. Cr Garwood proposed—That this Council.ascertain if the Order-in-Council vesting t c wharf in the Council supersedes the Akaroa Wharf Ordinance, 1836. Seconded by Cr Bruce, and curried.

FINANCE

The following receipts were reported since last meeting:—Kates £2 7s, rents £4 10s, fees and lines £1 15s ; total £8 12s.

The bank overdraft was stated to be £78 7s 3d.

A small account of Mr Daly's was passed for payment.

WORKS ON ROADS,

Cr Cullen said he thought the question ©f clearing the streets of dockr, &c, should stand over for tho present. He would like to see the overdraft considerably reduced before any further expense was incurred. It also seemed to him that the rates were coming in very slowly.

# Cr Garwood suggested that Cr Cullen should propose a resolution to the effect that no works should be undertaken till the overdraft was very considerably re-

duced

The suggestion was not acted upon. Cr Cullen proposed : —That notice be given to the ratepapers by an advertisement that all rates due on and after the 30th inst., will be sued for without further notice. The motion was seconded by Cr Gutberlet and carried. VALUATION. Cr McGregor thought it was time a valuer was appointed. The valuation must be completed by the 15th January. On the motion of Mr Garwood the present Town Cleik was appointed to the office, the remuneration being fixed at £5 ss. CLEARING STREETS. Cr McGregor threw out a suggestion for the consideration of Councillors. He thought it worthy of consideration whether it would (not be well to frame a bye-law compelling each householder to keep the footpath in front of his residence clear of weeds. This would involve no hardship on individuals, and would prove a great convenience to the Borough at large. At present he only made the suggestion. The Council then adjourned.
