AKAROA AND WAINUI ROAD BOARD

An adjourned meeting of this Board, was held on Saturday last, the 7th insl., at: their offices, Duvauchelle's Bay. Present—Messrs Chappell (in the chair), Shadbolt, M'Donald, Williams and Piper. MINUTES. The minutes of tho previous meeting were read and confirmed.

INIBRVIEWS.

Mr John McNeil waited upon the Board with reference to his claim for compensation against the Board. He produced an agreement offering to submit the dispute between himself and.the„Board ',to Justin Aylmer, Esq., and constituting .the said Justin Aylmer an Assessment Court under the Public Works Act. A very irregular conversational discussion ensued oh .the merits )of the whole question, which resulted in the Board declining to consent to the proposed arrangement. Mr J. Libeau attended to ask what steps had been taken with regard to closing the old Duvauchelle's Bay road. The Chairman read the letter which had been written to the Minister for Public Works on the subject, to which he stated that as yet no answer had been received. , Mr J. Wilson wanted something done to the road leading to his property. 'He would do the work himself if the Board would allow him "two or three notes."! • !; The matter: was left to ; the Clerk: to report oh. 1 ' • Mr T. Broagh asked for some assistance ■towards the approaches to the Barry's Bay 'Valley Road. Tho settlers would find half the labor required. The Clerk was directed to report on'this matter also. Mr Jule3 Lelievre wanted to know if tho Board could do anything towards opening tho Gongh'u Bay road. Mr Lelievre also produced 'a letter from Mr J. Daly, urging the. Board to undertake; the, same work,and stating that the. present, was a favorable time for commencing it, as. labour was plentiful, and the difficulty about tho construction o£ the road'to tho beach was now removed.

The Board were unanimously of opinion that the work was one which ought to be undertaken, but could not see where the money was to come from, but suggested that Mr Lelievre should make some proposition to the Board.

Mr Leliovre said that he and the others interested would pay their rates for this year, and those for next year in advance if the Board would undertake the work He considered theirs was a very hard case. He had paid rates for a number of years, and had had no roads at all. The work would be ve>Tj oheap. He believed the two miles could be made for about £80. ■The Board decided to hold the question .overtill next meeting; applicants in the meantime to make some offer to tbe Board. Mr Sullivan, one of the contractors for the maintenance of the main roads attended to explain that a culvert near the Mabrikaingahad been 'completely carried away, as well as several chains of a breast* work. He wished, ithe f Board to render some assistance in the matter. Even if the culvert were replaced «■ it was at first, it would be of bo use. . ; The Board agreed "that they could not hold the contractors responsible for replac irig a work .like ,thie. - As' the road waa still passable for horsemen, the work would have to stand over for the present.

| The Clerk stated that what was required at the place in. question was a trestle bridge. ' ''

|Mr Sween ey came to inform the Board that he and his partners wished to admit a Mr Thomas Davis as a partner. iMr Sweeny was informed that the Board cbuld not allow,the,contract,to f be altered.": Messrs Sweeney and Co. conld arrange the matter with' Mr 1 DaVisj arid give him a standing order to receive the money due to the firm. . |Mr Sweeney also wanted to know if they could get an advance. The Chairman said he would have to apply at a later stage of the meeting.

; , ' '' CORRBSPOMpENCB. Letters were read— ( . ■. : jFrom Mr A. Condon, calling attention to the state of the Le Bon's Bay road on the German Bay side of l the saddle, owing ,to landslips arid choked culverts. Mr Williams thought the road was not soj bad as represented. The culverts ought to he cleared put. It'was'left'to the Clerk to attend to. From Mr R. J. Knight, asking that something might be done to the Children* Bay road. From Mr L. Le Vaillant, asking for a road from the main road to T. Welch's j section 922, in order to give him access to his land. . , ~-.., From Mr G. Odell, asking for certain repairs to be effected, on. his road and offering to do the work at his'own expense and wait Bix months for the money.

The Clerk's report on,,the above road was read, showing that it was in a very bad state. ' Several culverts were required. From Mr E. Harrington, making an offer on behalf of himself and Mr Hammond to effect certain improvements on his read on similar .terms. From Mr Henry Smith, asking for a road to his place in Little River Valley..:.-: v.. ■ .:. ' '."v: ! ■ ' • ■ To all these applications the Board directed the same answer to be given, via., that they had no funds for the purposes required. From Mr W Mackay, asking for an extension of time for his contract on the Little River Summit road.---Granted. Chief Surveyor,, stating that the plan of road diversion, "Breitmeyer/ was duly certified and forwarded with others to Mr Fenton. Mr Feiiton, who was present, explained in answer to enquiries that the plan was in the hands of MrNalder." The only reason that Mr Breitmeyer had not received his money was* that'Mr ! Nalder r declined to hand it over until Mr Breitmeyer was in a position to sign a conveyance. , At present he believed this could not be done. From Mr D. Curry,,calling,, attention, again to the state of the upper part of the Grehan Valley road The Board decided that they could not entertain the' applicatiori at present. From Mr W. G. Inman (telegram), pro. mising to write fully on the matter Of BeH'e ■road. t ~-', .-.r ■. ■ -c. From Messrs J. Grunning and' * J. Begsi asking the Board to allow their Clerk to come and define the line of road between their sections. It, was resolved' that; the Board could not comply with the request. From the ' Cliief _ Surveyor, asking for further information 'regai-dirig' a road of which the Board had asked a tracing. , , From Mrs Bowe, asking that the drains on the Children's Bay road might be cleared out, and; a few, loads of Bhingle laid down between Waeckerle's corner, and the foot of the German Bay Hill '. \ .'. i Tho Bamo, answer ,to be returned as in former cases. .. . s ' ' From Mr W. D. Wilkins (for himself and Mr McPhail), stating that theiraward in the quesftiqh* between , this Board and the Little River Board was lying.at Messrs Fenton and Wilkins' office for delivery; to tho. joint order of the Chairmen of the two Boards. ; ''■ : '' ■' ' It was proposed by Mr Williams' that the Clerk write to Mr Wilkins, asking him to forward the award to the Beard in

time for the next meeting of the County Council. Carried. From Messrs Fenton and Wilkins, offering to furnish survey and plan of Vogan's road through Mr Shadbolt's land for £6 6s, and for another £1 Is to drive in grade pegs. C-onsideration of the offer was deferred till a later stage of the meeting. MAIN ROADB. A letter was read fiora Mr F. W. Williams, calling attention to the unsatisfactory manner in which some of the contracts for keeping the main roads in repair were being carried .out. Owing to neglect in keeping open the side chanr ell the storm water had caused considerable damage to the formation and metalling He. would suggest that a weekly supervision would be necessary, and the contractors should be advised of what wa reqnired to carry out their contract. If some method of this kind were not adopted, the roads would be in a worse state after spending £300 or £400 on them than they were at the commencement of the winter. ~ Resolved—" That the Clerk go over the i road and compel the contractors to carry out the work according to specifications." MIBCKLLANEOUS. A number of reports were received from the Clerk as to various by-roads in the district, accompanied by an estimate of the coat of necessary repairs in each ease. The following Works were reported on —Beach road; French Farm; Bell's road Le Bon's Bay road, German Bay end; Odell's road;; Birdlrng's road; McGee's road; Shadbolt's bridge, .and Hammond's .road. ' .'.", ' ; .'.''...'"''', •It was considered' impossible to undertake any of the works referred to at present. SUMMIT BOAD. . The report of the Committee appointed to inspect the work being executed by Messrs Hall' and Sweeney on this road (Messrs Williams, Shadbolt, and Piper) was read. It stated that the work was in a rerj unfinished state;' ■? ■ The ] size of t stones in the culverts had not been adhered to. The filliag behind the culverts had been imperfectly rammed.' They recommended a greater amount of care in the supervision of the workj and that the specifications be,more strictly adhered to. I BHODXS' FLAT AND FBBNOH FARM ROADS. In reply to Mr Williams, the Chairman stated that no reply had as yet been received from the Government regarding either of the above road stoppages. ; j,'." '' '•; ' MNDIRB. , Three tenders were received for work in McGee's road, but it was decided not to entertain them, and to call for freßh tenders in a modified form. ! / Some accounts were passed for payment ' and the Board then adjourned.
