The Peace negotiations have failed, and fighting between the insurgents and the National Guard has been renewed to-day. Berlin, June 27. It has been announced that the Porte has sent a circular note to the Great Powers, seating that the European Conference now assembled here has only the the right to mediate for a settlement of the disputes between Albania and Montenegro for the adjustment of the TurkoGreek frontier question, but has no right to decide what course Turkey should pursue in the settlement of these difficulties.
