AKAROA COUNTY COUNCIL.

.» Saturday, June 26. The usual monthly meeting of this Council was held at their chambers, Duvauchelle's Bay, on the above date. Present*—Messrs Dalglish (in the chair), Bradley, * ( ( Gebbie, Hay, Coop, Fleming, Williams, Earker, and'M'Dohald. MINUTES. The minutes of the previous meeting were read and confirmed. CHAIRMAN'S STATEMENT. The Chairman read the statement of the business to be laid before the Council. He stated that four tenders had been received for the third section of the Balguerie road extension, and were— Peter Brown, six weeks, £37. Hawthorn and Bray, six weeks, £40. C. Burns, two months, £44 10s. Funnell and Curragh, two months* £45. He l»Ad accepted Mr Brown's tender. The yearly in duplicate had been forwarded to the Colonial Treasurer as required by the 139 th section of tlie Counties Act, 1876. gebbie's road. A letter was read from the Clerk to tho Little River Road Board, requesting that the ioad on Gebbie's Flat be closed, and a transfer of the land contained therein made to Mr John Gebbie on condition of his ' handing over to the Board so much of section 3898 as required for the construction of a road in exchange for the road to be closed. Mr Coop stated that he considered the proposed exchange a good one ; he would propose that it be adoptod. Mr Hay seconded the proposition, which was carried. BALGU_RI3 BTBKET. Mr Gebbie proposed that the action taken by the Chairman in accepting Mr Brown's tender for the third sectior£bf the Balguerie road be adopted. Mr Bradley seconded the proposition, which was carried. CORRESPONDENCE. Letters were read— From the Chief Surveyor, certifying that Messrs M'Cardell and Leversedge were entitled to a progress payment of £125. _ Mr Williams proposed, and Mr Gebbie seconded —"That the payment as recommended by tbe Chief Surveyor be made to Messrs M'Cardell and Leversedge." Carried. From W. Montgomery, Esq., M.H;R., re Hospital and Charitable Aid amounts, stating that he had made enquiries, into the matter, and he considered the Council had been charged too much, and "suggesting that the Council apply to the Secretary of the Hospital Board, Christchurch, for further particulars. Mr Williams proposed that the Chairman be empowered to take what steps he may consider advisable towards oollecting information on the subject in oader to lay the same before the next meeting of the Council. '• Mr Hay seconded the proposition, was carried unanimously. i Frem tbe Pigeon Bay Road Board,'enclosiog a resolution passed at a meeting of :

ratepayers to consider the Property Tax. It was resolved that the communication be forwarded to W. Montgomery, Esq., M.H.R. Prom Mr A. D. Allan, forwarding resolutions passed at a public meeting held at Little River to consider the action of the Cemetery and Recreation Trustees. Mr Williams submitted that there was a Trust formed, and that the money for the cemetery had been paH over in the usual way ; moreover, that the Council were not empowered to interfere in the matter. Mr Coop spoke to the same effect. Mr Joblin, who was present, offered to give some information on the matter, but it was submkted that as the Council could not interfere it would be useless to examine anyone. Mr Williams proposed that Mr A. D. Allan be informed that the money for the cemetery had been paid over to the Trust es requested, and that the Council could not further interfere; that the matter was a purely local one. Mr Barker seconded the proposition, which was carried. Mr G. R. Joblin requested that a copy of the resolution on the Hecreation Ground, passed at a meeting of the Council, be forwarded to the Trust, together with the requisition received by the Council from Mr A. D. Allen aiid others. The Chairman replied that the Council would forward a copy of the letter to the Trust. From Messrs Avern and Watson, Dunedin, stating that they had started in business as Civil Engineers, Surveyors, &c, and would be happy to undertake any work required by the Council. From the Ashburton County Council, stating that Clause 17 of the Trespass of Cattle Ordinance, 1872, provides that the Government shall supply, free of cost, a Register of Brands. Mr Barker moved, seconded by Mr Hay, and carried—" That the Council apply to the Government for a Register of Brands." From the Okain's Bay Road Board, re the amount voted to them at the last allocation of funds, and asking for a refund of the sum of £50 |8s 2d. After a lengthy discussion, Mr Gebbie moved; and Mr Bradley seconded—•' That a reply be sent, stating thnt this Council see no reason for rescinding its former resolution with regard to deducting the amount of £50 18s 2d spent on the Summit road from the first allocation of moneys to the Road Boards.'-' Mr Coop gave notice that he would move at the next meeting, that the minutes referring to the question be rescinded. Mr Barker moved, as an amendment— "That the letter be Allowed to stand over .till the next meeting." '. Mr Coop seconded the amendment, which was carried. From the Patea County Council, forwarding a resolution re tha Land Boards, and requesting the Council's co-operation, the resolution was—" That, in the opinion of this Council, it is desirable that County Councils should be constituted Land Boards." It was decided that the Clerk, acknowledge the letter, an&state that this Conncil felt no interest in the matter. From Messrs Fenton nnd-Watkins, re the road, certifying that W. Hawthorne and party were entitled to a progress payment of £S0 on the No. 2 Balguerie road contract. From same, enclosing plan of the road through Mr Armstrong's section, recommending the Council to write and request the Chief Surveyor to put the road on his map when the resnrvcy is made.

Mr Williams moved—" That the conveyance of Mr Armstrong's property be made to the County Council in the usual Way." Seconded by Mr Hay, and carried. WATERFALL ROAD.

Mr Williams asked whether anything had been done in the matter of tlie Waterfall road. The Chairman informed him that Mr Wilkinß had promised to inspect it and report pn it' before tho present meeting, but he believed it had not been done. REGISTRAR OF DOGS. The Chairman suggested the advisability of appointing s >mo one to act as Registrar of Dogs, now that Mr R. M. Barry was unable to Attend to his duties. Mr Williams asked whether there was not a deficiency in Mr Barry _ accounts. He was informed that there wai a deficiency of £25. Proposed by Mr Williams, seconded by by Mr Bradley, »nd carried—" That the Governor be asked to cancel the appointment of Mr R. M. Barry, and that Mr Sims be appointed instead." -. BALGUERIE _OAD. Mr Hay proposed, and •; Mr Gebbio seconded —"That the contractor for the first section of the Balguerio road be relieved of that portion of the road they have finished to where it joins the disputed boundary, on condition that they form the rest of the road when the boundary is defined." INSURANCE. Mr Gebbie proposed—"That the Council insure the furniture to the amount of £100, the Chairman to use his discration as to the office to insure in." Seconded by Mr Hay, and carried. ACCOUNTS. The following accounts wero passed for payment:— £ s d J. Mr Barker requested that the motion which he had {riven notice to move at the present meeting, re taking over the main road, be allowed to stand over till next meeting to allow of the Council, seeing what steps the Government take-in the matter of the various Road Boards. The meeting then adjourned till Saturday, July 24.
