AKAROA AND WAINUI ROAD BOARD.

Thursday, March 25. A meeting of this Board was held on the above date, at their offices, Duvauchelle's Bay. Present—Messrs Chappell (in the chair), Piper, Williams, and M'Donald. INTERVIEWS. Mr J. Porter waited upon the Board re his portion of the Onuku road. Mr Piper proposed, and Mr M'Donald seconded—" That Messrs Fenton and Wilkins be instructed to prepare plans of the Onuku road through Mr Porter's land, and that Mr Nalder be authorised to draw up conveyance of the same." Carried. Mr Fyfe waited upon the Board re the formation of a bridge over Aylmer's Valley creek. He shewed that at the present time he was entirely locked in by hia neighbors, and that the only access to the town was by fording the creek, which was not easy, and entirely prevented the children from attending school during the winter months. Mr M'Niel wished to bring before the Board the encroachment of the road on his property at French Farm. It was ruled that no sufficient proof had been brought forward of encroachment of the road, and suggested that the plan presented by Mr MvNjil as a proof oi: this encroachment should bo forwarded by him to 2»ir baker, Chief Surveyor, to certify to the fact, when the Board woald be happy should the fact bd< proved; to meet M' M'Niel.

Mr James Hammond waited upon the Board to ask for assistance towards a road to his property at German Bay, stating that the circumstance in which he was at present placed were hard, endangering hia life every time he went either up or down. lie had both cheese and grass seed, some four or five tons altogether, > ready for sale whenever opportunity should offer in the way of a purchaser, but as the road'was at present it would be impossible to get it down. The present site of the Government road was so situated as to be useless; he had to pay Mr Dawber 30s a year for the right-of-way through his property. All Mr Ham-, mond asked was that the right-of-way of a small portion through Mr Dawber's land, not more than half a chain. ■Proposed by Mr M'Donald, seconded by Mr Williams, and carried —* 4 That the Board will communicate with Mr Dawber on, the matter of the right-of-way, through hie' section, and that the making of the track should be considered after his reply."«. ■ '• • Mr Vogan waited upon .the Board to ask whether they could do anything towards assisting him in making a road to his property at Pawson's Valley, and stating that his was another bard case, inasmuch as that, should his neighbors be unpleasant, he might at any time be debarred from access to and fro from his property to the road. The Board promised to see to the matter as soon as they should be in funds. Mr Libeau asked if any reply had been received re the old Duvauchelle's Bay road. He was informed that sufficient time had not expired to receive replies from head quarters. % Mr W. Kenny waited upon the Board, asking payment for his Mount Bossu road contract. It was decided that prior to passing the account Mr Fenton'u certificate of measurement was necessary, and it had not yet been forwarded. MINUTES. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. The following correspondence was then read :— From G. Eaven, applying for £30 as progress payment on Odell's road contract, German Bay. To be informed that £25 was waiting for him, and no further progress payments would be made until the completion of the work. From Win. Bruce, J. Bruce, S. Fyfe, and John Porter, applying for a bridge across Aylmer's Valley Creek. Mr M'Donald proposed, seconded by Mr Williams, and carried—" That the Clerk prepare plans and specifications, and call for tenders for a 12ft bridge to meet the requirements of Messrs Fyfe, Bruce, Porter and others."

From Messrs Masefield Bros., re signing the deed of conveyance of the Gough's Bay road.

Proposed by Mr Williams, seconded by Mr Piper, and carried—"That Messrs Masefield be written to, stating that the Board will put the new road to their property at Gough's Bay on hand so soon as the road is eonvej'ed to the district.

From Messrs Masefield Bros., enclosing cheque for £12 4s, being amount of rates due.

From Mr Armstrong, asking for a gift of the white pine tree standing on the upper end of Balguerie street, and undertaking to clear the same off the road.

Proposed by Mr Williams, seconded by Mr M'Donald, and carried — " That the tree, if on the road, should be sold, and that the price be left to the Chairman."

. From Mr Dawber, calling attention to the slips and bar) places on the road from German Bay to Le Bon's saddle.

Besolved that the matter be held over for the present.

From Mr Baker, Chief Surveyor, re surveys on the Gough's Bay and Waikerakikari district.

It was decided that the matters alluded to be left in the hands of the Chairman.

From the Clerk to the Little River Koad Board re appointing a day for members of the Board to visit the Lake Foreyth road, to meet at Peraki saddle, and asking if Monday next would be suitable.

Resolved that a reply be sent, saying that the day mentioned would be suitable.

From the Clerk of the Akaroa Borough Council, stating that the Council were agreeable to pay a fair share towards doing their portion of the work of forming a good road to the cemetery, provided the Road Board took the initiative steps. Proposed by Mr Piper, seconded by Mr M'Doiiald, and carried--" That tenders be called for the work, and that the. Borough Council be debited their share of the contract."

' From Mr M'Say, calling attention to the deplorable state of the road near his residence on the Little Akaloa Summit road.

Resolved that tho matter remain in abeyance for a time.

From Mr F. Narby, asking the Board to make about 20 chains of the road that was laid out by Mr Broderick from Long Bay Creek to the top of the hill, and offering to meet the amount of contract for such work till the Board be in a position to refund the amount. ■

Proposed by Mr Williams, seconded by Mr M'Donakl, and carriedr-" That the Board inform Mr Narby that they will be happy to accede to his request, and undertake to put the work in hand at once on Mr Narby'e terms."

From Mr White, stating that he had paid his rates when called upon. From Mr J. R. Gilliat, objecting to pay his rates, as he had already paid them to tbe-Little River Board.

From Colonial Secretary, Wellington, re diversion of £100,000 Land Fund, stating that an explanatory circular about the same had been forwarded.

Circular from the Secretary to the Treasury, Wellington, alluded to, was read.

Proposed by Mr Williams—" That Mr J. L. Wilson be written to, asking him the intention of the impounded fund committee with reference to the amount retained by the Government out of the £100,000 impounded Land Fund."

Seconded by Mr Piper. Carried. From Mr E. S , Latter, clerk to the County Council, asking for return of the Electoral 8011.

From Treasury, Wellington, stating that the second subsidy, amommug to £234 15s 2d. bad been paid u> their account at the Bank.

From Mr D. Stewart, cleiktothe Pigeon Bay Road Board, asking for valuation of their district, as the Boarl was under the impression that they had not got a proper share of the £100.000. Resolved that the clerk forward the necessary information. From Mr Fenton, re payment of Kenny's contract. Proposed by Mr M'Donald—" That Mr Kenny be paid, pro rdtix, as soon as the correct measurements be ascertained." Seconded by Mr Williams. Carried. •'■ i REPAIR OP ROADS. • forkeeping the main roads in ..good + order and-, clear of . slips, together with a division of .contracts, was submitted by Mr H. Piper. It was proposed by Mr M'Donald— "That.the specifications for keeping the mam roads in repair be submitted to Messrs Shadbolt and Piper for approval, and.that tenders for the. same be called for in time for the next meeting.""
