AKAROA AND WAINUI ROAD BOARD.
Satubday, March 6. A meeting of this Board was held on the above date, at their offices, Duvauchelle's Bay. Present—Messrs Chappell (in the chair), Piper, Williams, and Shadbolt. INTERVIEWS. Mr M'Phail waited upon the Board respecting his Mount Bossu road contract, and asked what was to be done with regard to the bridge. He would not object to complete it, provided the Board would remunerate him for the extra cost incurred by drawing the timber. The Chairman stated that the Board couldnot allow any extras in such cases. The work must be carried on in accordance with the tender and specifications. Mr Williams asked whether the contractor could not get sufficient mountain totara; if so, that would get over the difficulty. Mr M'Phail would use that timber, provided the Engineer would pass the work when fiuished. Mr Piper could not see how the Engineer could object, provided the timber was all heart. He considered the white, totara stronger than the brown. Mr Williams advised Mr M'Phail to render his account in accordance with Mr Fenton's measurements. Mr M'Phail then withdrew. Mr Kenny was in attendance to request payment for his contract. r lhe Chairman stated that the Board had not yet received the engineer's certificate. It was agreed tint the Chairman be authorized to refund Mr Kenny's deposit, and pay what percentage was available as soon as he received the engineer's certificate. MINUTES. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. Letters were read— From the Little River Eoad Board, asking this Board to appoint one or more of their members to consult on the division of funds to come from the County Council for the Mount Bossu road. Mr Williams proposed that the proposition of the Little River Road Board be acceded to, and that Messrs Piper and Shadbolt be appointed a deputation for the purpose. After a little fencing, the motion was carried, Mr Williams' name being substituted for that of Mr Piper. From Mr J. Cullen, asking the Board to do something to render the Roman Catholic Cemetery accessible from the Onuku road. On the motion of Mr Shadbolt, it was resolved that the Clerk visit the locality, and report to the next meeting of the Board.
From Mr John M'Neil, French Farm, complaining that the Board's contractors had encroached on his land, and claiming damages to the extent of £25 for such encroachment, and consequent damage to the land.
It was resolved that the Board do not acknowledge having committed any encroachment.
From the manager of the Bank of Australasia, re an amount due by Mr W. Kenny to F. Gross and Co., and stating tkat they held an acceptance for the amount, and asking if the Board had recognised an order from Mr Kenny for the amount.
To be informed that the Board could not recognise the order.
From Mr S. Hunt, offering to construct a bridge at French Farmior the amount of the Overseer's estimate, viz., £40.
Eesolved that the offer be accepted, the money to bo payable within six months from completion of the contract.
From Mr Joseph Wilkin, asking the Board to do something to the Flea Bay road, as he had to go through private property to get to his homestead.
The Clerk was instructed to report on what was necessary to give the settlers a passable road.
From the Public Works Department (circular), stating that the term "gazetted" meant publication in the Government Gasettee, and " publicly notified " meant publication in a newspaper circulating in the district to which such notice, &c. relates. !■ Mr Piper moved that the Colonial Secretary be written to, asking for payment of the last half-year's subsidy. Carried. gouge's bat boad. Mr Williams called attention to the fact that the Board had spent a considerable amount of money on this road, and he thought it was in an unsatisfactory position. He thought that Messrs Masefield Bros, and J. Lelievre should be requested to complete their agreement, and make the road over to the Board, in order that something might be done to render it of some use. Mr Shadbolt moved—"That Messrs Masefield be written to, asking them to dedicate the road, in order that it might, at any rate, be cleared to a certain width; and further, that the Chief Surveyor be written to, asking if any other portion of the road passed through surveyed private property." Carried. BEPAIBS OF BOADS. Mr Williams suggested that as the winter was coming on, the Board should take some measures for keeping the roads in repair. He thought the roads should be divided into sections, and tenders invited for keeping them clear of slips, and the side channels clear. He'proposed that Mr Piper and himself be deputed to prepare a scheme for 'the purpose, and submit the same to the next meeting. The proposition was agreed to. FINANCE. The Chairman reported that the available balance at the Bank amounted to £404 4s Bd. It was resolved to pay 50 per cent, on the balances "duo to contractors, and all accounts ft under £10 in full. The following accounts were passed for payment:— Fenton and Wilkins ... £15 1 0 G. W. Nalder ... ... 9 19 2 A GBIEVANCB. Mr P. Shadbolt waited on the Board to complain of a reduction which had been made from his account, in which he had charged for 15 feet of a culvert, which the Board held was included in his contract. The applicant wanted to know whether Mr Duxbury had brought the matter before the Board on a former occasion. Mr Duxbury, who was present, stated that he had done so, and that the Board had seen into the matter, and decided against the contractor. On the specification being referred to, the following was found to be the wording of the clause referring to the point at issue:—"The culvert must be removed and placed across the main line." The Board decided to adhere to its former decision in the matter. The Board then adjourned till Thursday, March 25th.
