Five per Cent New Zealand 1040 Loan, 103. The distress throughout Ireland Is increasing. Universal appeals for relief are being made. Berlin, Jan. 22. The Government has introduced a Bill into the German Parliament for the purpose of increasing the army by 60,000. Vienna, Jan. 24. Austria will be a large exhibitor at the forthcoming International Exhibition at Melbourne. St. Petersburg, Jan 22. The Golos of to-day announces that the Russian Government have received authentic information that Odessa has been discovered to be undermined to a great extent, and the city is believed to be in great danger of destruction. Jan. 24. The Eussian Government have given an official denial to their ramored defeat and abandonment of Tchikislar. New York, Jan. 23. It is currently reported here that the English Government has decided to intervene in the war between Chili and Peru.

Mr Brassy read a paper before the Bradford Chamber of Commerce on the Colonial Empire. He commented on the value and great increase of their trade, and spoke of the Colonies as a splendid field for the laborer and small capitalists.. He condemned the remissness of England in not providing for the defence ol the Colonies. Coaling stations were urgently required, also dock accommodation. He eulogised the recent action of Victoria in providing for her defence, and advocated a Federal' Council for England and the Colonies.
