The Russian Government replying to representations from Germany, has officially denied the reported affray between Russian and German officers at Kalisch, and has also.denied the statement made regarding the massing ot Russian troops on'the German frontier. Bombay, Jan. 16., It is officially announced from Cabul that the appointment of Genl. Sir Roberts as military Governor of that city has been abolished, , , in order to give confidence to Afghans, that England desires a peaceable settlement of affairs in the country. Wali Mahomed has been appointed administrator of the city of Cabul. London, Jan. 16. A serious railway collision took place to-day at Ormskirk, Lancashire. Seven persons were killed, and thirty seriously injured. Reports have reached here of renewed fighting between the Turkomans and Russians. The latter are said to huve been defeated and compelled to abandon Tahikisliir, a place from which a Russian expedition 1 to the Turkoman country originally started. Three per cent Consols, 97f. Adelaide wheat, per 406 lbs, ex warehouse, 51s 6d ; Australian tallow, best beef, 36s ; best mutton, 89s 6d. Tenders for the Wellington Waterworks loan of £130,000 were opened today The total subscriptions amount to £500,000. The First Lord of Admiralty stated at a Conservative meeting, at Sutton, that the Afghan policy was to adhere to the Gandamak treaty, to avoid annexation, and by holding strategetical positions to secure influence. Calcutta, Jan. 16. General Bright , reports having attacked and dispersed Mohmud's branch of the Kohistanis Albughan, with serious loss. The British loss wa's trifling. [Argus' Special.] London, Jan. 16. Tho Hon. H. C. Childers has seen Mr Ibbotson in reference to the postal rates. A fracas at Kailish caused the diplomatic notes between Germany and Russia. Jan.l 7. The Times approves of Sir James Service's suggested reforms, which would make finality certain, without resort to revolutionary changes. Mr Berry only retards a settlement, as the Imperial Parliament will not sanction a plebiscite against the wishes of a large proportion of the colonists. • It is generally believed that Lord' Lytton will shortly retire from the Viceroyship of-India, and that Earl Dufferln will succeed him. . . The Cabulese protest their utter inability to pay the fine imposed for complicity in the rebellion.
