AKAROA COUNTY COUNCIL.

Saturday', Jan. 3. A meeting of this Council was held on the above date at the Hill-top. Present —Messrs Dalglish (chairman), Williams, Cotp, Hay, Gebbie, Barker, M'Donald, Fleming, and the Rev R. R. Bradley, The minutes of the meetings held on Nov. 26 were read and confirmed. chairman's statement. The Chairman informed the Council that since the previous meeting the contractors for the Council Chambers had been paid the sum of £129 7s 6d, being the amount certified to by tho architect, which left a balance of £30 still due. An acknowledgment of the By-law for the Regulation of Pounds having been received from the Colonial Secretary, it had been duly advertised, and came into force on the 30th December last. In accordance with the Council's instructions, he bad procured a supply of new dog-collars, and had had plates put on those which the Council had in hand from 1878. The bond of security for fidelity on the part of the Clerk had been prepared, and would be laid before them. A letter had been received from the Chief Surveyor, enclosing four tenders for constructing a map of the County, also tracing of the proposed alteration of boundary between th<* Pigeon Bay and Port Levy Road Districts. He had effected an insurance on the Council Chambers for £735, as requested at last meeting. The balance to the credit of the County Fund was £2,520 19s lid, and to that of the County Council account, £502 16s. In conclusion, he wished to draw their attention to the fact that were losing the fines in the R.M. Court through not having a by law providing for trespass of cattle within the County. MAP OF COUNTY. On the motion of Mr Williams, seconded by Mr Flay, the Council went into Committee to consider the letter of the Chief Surveyor, with respect to the proposed map of the County. On resuming, it was resolved to accept the tender of Messrs McCardell and Leversedge for the construction of a map of the Count}- —scale, 20 chains to the inch—for the sum of £175, to he completed in four months, and to include the boundaries of the ridings. On the motion of Mr Williams a vote of thanks was passed to Mr. Baker for the trouble be bad taken in procuring applications for the work. ALTERATION OF BOUNDARY BETWEEN PIGEON BAY AND PORT LEVY DISTRICTS. The Chief Surveyor wrote, enclosing a tracing of this proposed alteration. He stated that he had not adhered strictly to the description given in the petition, but instead of the ridge, gully and creek, he had taken as the boundary the road and section lines. If the boundary thus indicated did not suit the Boards, he requested that the tracing might be returned. The letter and tracing were referred to the two Boards for their consideration. MOUNT BOSSU ROAD. A letter was read from the Akaroa and Wainui Road Board, stating that they had expended a sum of £516 4s on this road, being £255 8s more than they had received from the special grant. As nearly all this surplus had been expended ivithin the Little River Road District they hoped the Council would hand over to them a portion of the amount now in their hands. After some discussion it was resolved, on the motion of Mr Gebbie, that a copy of the letter should be forwarded to the Little River Board, and the two Boards he asked to come to some agreement as to the division of the sum of £202 in the hands of the Council, ! RESIGNATION OF DOG REGISTRAR. A letter was read from Mr F. W. Thompson, of Pigeon Bay, resigning his appointment as registrar of dogs. On the suggestion of Mr Hay, the appointment of a successor was allowed to stand over for the present. Mr Hay stated that a new schoolmaster had been appointed, and would shortly arrive, who would very likely accept the appointment. COMPENSATION FOR ROADS. The Little River Road Board wrote, forwarding a copy of a resolution, of which they hoped the Council would approve. The resolution pointed out the hardship entailed on local bodies hj- having to spend money on surveys and compensation for land taken for roads, instead of on public works, in consequence of the incompleteness of the original surveys. It was resolved, on the motion of Mr Coop, to forward the letter to Mr Montgomery, for consideration of the Government, the Council endorsing the principle. Mr Williams dissented. TRESPASS OF CATTLE ORDINANCE. The Chairman of the Ashburton Count}' Council wrote, asking the Council to join them and the Waimate and Selwyn Councils in re-printing the Trespass of Cattle Ordinance, 1872. The Council resolved that the proposed action was unnecessary. PIGEON BAY AND PORT LEVY ROAD. Mr Fenton wrote, reporting on the progress of this work, and that the Boards were entitlsd to the balance of the special grant. It wsla resolved that the balance (£300) be handed to the Boards in question. COUNCIL CHAMBERS. The Chairman said that Mr Fenton was in attendance, and would read his report on this building. The report was to the effect that the buildings were complete with the exception of a few minor deficiencies involving a very small amount. The contractor had made a" claim for £2 10s for certain extras. He would recommend/that the deficiencies be set against the/extras, and the contractor be paid the balance due (£3O). Agreed to. /

£E BON'S BAY POUND. The Chairman said he had received a letter on this subject, the signature to which was illegible. He would read it if the Council wished. (Letter read.) Mr Parker disclaimed air connection with the letter on behalf of the Okain's Road Board. The Clerk and one member of the Board had been deputed to make a recommendation of a suitable person as poundkeeper. He had been informed of the name of the person whom they intended to recommend. Ultimately it was resolved that the letter be referred to the Okain's Road Board for an explanation. BALGUERIE ROAD EXTENSION. A letter was read from Mr Armstrong on the question of this road, a copy of which appears in another column. The Council went into Committee to consider the letter. On resuming, it was proposed by Mr Coop, seconded by Mr Hay—" That the Chairman and Mr Fenton be requested to go over the road asked for by Mr Armstrong, and report to next meeting of the Council. RE-GRADING SUMMIT ROAD. A report on this work was forwarded by Messrs Fenton and Wilkins. The report estimated the expense at between £50 and £60, and stated that a very good grade could be obtained for most, if not all, the distance. BY-LAW RE TRESPASS OF CATTLE. The Chairman asked if the Council would authorize him to get a by-law drawn up with regard to fines for cattle trespass. After considerable discussion, it was resolved to instruct the Council's solicitors to prepare by-laws re cattle trespass and hawkers.. INSURANCE OF BUILDINGS. The Chairman was authorized to insure the Council buildings, and the Treasurer to pay the necessary amount. MISCELLANEOUS. The Clerk's bond was laid on the table and approved. A sum of £10 was voted to Mr Latter as an acknowledgment for the use of his office as Council office. It was resolved that Mr Jackson be thanked for the use of his room for the meetings, and a gratuity of £2 2s be presented him. PAYMENTS. Mr Barker gave notice that at next meeting of the Council he would move that the Council either allocate the available funds in hand to the Road Boards, or take over some of the main roads ; and further, that the Road Boards be asked to furnish the Council with the amount of their liabilities and funds in hand. The Council then adjourned till Saturday, January 31, at the usual hour, to meet at the Head of the Bay.
