PIGEON BAY ROAD BOARD.
A meeting of the above Board was held at the Eoad Board Office, Pigeon Bay, on Saturday, July 5. Present—All the members. The following letters were received and read :—
From Messrs Joyntand Percival, stating what is the law with regard to road metal reserves, viz., "That, whether vested in the Board or not, the pasturage fees accruing therefrom are payable only to the Steward of Reserves, but that the Governor in Council may, if he sees sufficient reason for so doing, alter the piirpoee for which such reserves are set apart." The Clerk was directed to write to Mr Montgomery, M.H.8., enclosing the letter, and requesting him to bring the matter before the House of Representatives during its approaching session, with a view
to amending the law re road metal reserves. .
From the Akaroa and Wainui Boad Board, repeating the request made in their letter of the 14th ult., viz., that this Board would pay over to the credit of their.district fund account the half-share of amount of contract for formation of Summit road, and stating that they considered the request a reasonable one, inasmuch as they had to bear the whole cost of surveys, compensation, and j3upervision ; progress payments, also, had to bo made from time to time; also, stating that, if this. Board requires reports and certificates of progress of contract, their Engineer would be instructed to supply the same. The Clerk was directed to reply that this Board would be prepared to pay its share of all progress payments to be made, on the certificate of Mr Fenton, C.E. From Mr Fenton, C.E., reporting that he had' inspected Messrs Coats worth and Holloway's contract, M'lntosh Bay road, and found the work going on satisfactorily, likewise, that the contractors were entitled to a second progress payment of. Mr Fenton also reported that he had inspected Mr - Ashwin's contract, on the Decanter Hill road,- and found that the "work was not proceeding satisfactorily. Mr Ashwin desired a second progress payment of £50, but Mr Fenton would not recommend the Board to make such a payment'in the present state of the work. From Messrs Kay, Goodwin, - and D. Pitcaithly, drawing the attention of the Board to the state of Kay's Gully road, at that part of it opposite Mr A. Wilson's, and requesting the Board to take a few feet of clay from the top of the bank and place it in the hollow, so as to ease the grade. Mr Pitcaithly was deputed to get the work done. The following tenders were opened :— For erecting the public pound, Pigeon Bay—Pettigrew and Co., £75 ; J. and W. Lyall, £66 10s ; if kowhai rails to be used, £70; J. Goodwin and Firmston, £62 (accepted) ; Brough and Co., £83 10s ; J. Harris, £91 10s. For forming M'lntosh Bay road, from Mr Pitcaithly's to the Hill Top—T. Upton, £2 4s per chain (accepted) ; J. Pitcaithly, jun., £2 15s ; Brough and Co., £3 2s 6d ; J. Harris, £3 15s, with extra culverts, 4s per foot. The Clerk was directed to give notice that in future all parties tendering for any work under this Board, would be required to leave with the Chairman, on tendering, a deposit of 1 per cent, on the amount of ther tender, and another deposit of 5 per cent, on signing the contract. The Chairman was authorised to lay a new culvert 2ft 6in wide and Iff 4in high on the main road above Messrs Hay's Bull house, and to have the several bridges undermined by the late floods put into thorough repair. The following accounts were ordered to be paid :—• T. Upton, road work ... ... £14 7 0 D. Pitcaithly, bullock hire ... 3 0 0 J.
