I consider it an honor to have earned the confidence which' is manifested by the numerous and influential signatures attached thereto. I also consider it the duty of every citizen to assist to the best of his ability in the management of local, affairs. Under those circumstances. I should have had much pleasure in acceding to your request, but! am in considerable doubt as to the correct reading of the disqualification clauses of the Municipal Corporations Act, and in the absence of legal advice on the point, I am reluctantly compelled to decline your invitation. Should it prove to be the case that I am not legally debarred from acting as a Councillor, I shall be most happy on some future occasion to offer myself as a candidate for your suffrages.
