AKAROA BOROUGH COUNCIL.

Wednesday, March 19. The usual fortnightly meeting of this Council was held on the above date at their office, Balguerie street. Present—His Worship the Mayor, Crs Penlington, Meech, Billens, Alger, Bruce, Cullen, and Henning. The minutes of the last meeting were read and confirmed. CORRESPONDENCE. The outward correspondence was read. Letters were read— From Mr T. Martindale, asking permission to use some timiier in removing the schoolmaster's residence, which he had already had the use of for removing the Road Board office and stables. The general opinion appeared to be that it was a bad precedent to lend materials for private purposes. Cr Henning proposed that the request be declined. Cr Cullen seconded the motion. Cr Meech thought they might allow the use of it this time, but not continue the practice. The motion was carried, Cr Meech and the Mayor dissenting. From H. E. Alport, trustee in the estate of A. K. Harlock, stating that he had no funds to pay rates due by the bankrupt. From the Colonial Secretary, enclosing copy of award of Commissioner between the Borough and the Road Board. From Sergeant Ramsay, resigning his office as Inspector of Slaughter-houses. The resignation was accepted. From Mr A. 1. M'Gregor, as fellows :— " Akaroa, 19th March, 1879. " His Worship the Mayor and Councillors, Akaroa. "Gentlemen, —I herewith enclose accounts due by Council to me to date. Referring to the account for services as Borough Valuer, you will notice I have left the item ' attendance at Assessment Court' blank, in the hope that the Council will see its way to supply the blank. The office of Valuer does not in any case imply attendance at the Assessment Court, unless specially arranged for. " While on this subject, I have respectfully to ask the Council to inform me whether a report of the finding of a Committee of the Council in regard to the preparation of the last valuation roll is correctly reported in the Akaroa Mail, as in the event of its being bo, I intend returning again to the subject.

" I have the honor to be, " Gentlemen, " Your obedient servant, "A. I. M-Gregor." From Mr F. Arming, asking permission to erect a post on the edge of the footpath opposite his shop for the purpose of affixing a sign-board thereon. Cr Billens moved that the request be complied with, provided it was not less than ten feet high. Cr Henning objected to it as an obstruction. It was not like a post for a verandah, which was a public convenience. Cr Penlington thought they should be careful in creating precedents of this kind. Cr Billens' motion did not find a seconder. On the motion of Cr Henning, seconded by Cr Bruce, the request was declined, on the ground of its being an obstruction. SLAUGHTER-HOUSES. The report of the Inspector of Slaughterhouses for the month of February was read. clerk's bond. The Mayor laid on the table a bond duly executed by the Town Clerk and one surety. The bond was left in his Worships custody. works committee's report. The report of this committee was read, together with certain correspondence concerning the opening of a roadway through Mr Halm's paddock. It appeared that there had been some dispute as to terms, but it had been settled. They had also received a letter from Messrs Fenton and Wilkins, forwarding plans and specifications for works in Balguerie street. The report was adopted. sanitary committee's repoet. Cr Henning brought up this report as follows:— "That this Committee recommend the adoption of the pan system, and as there are no means of disposing of the contents of closet-pans except by carrying the sewage out into the harbor, and as it will be necessary so to deposit it, this committee also recommend that a barge and cart be provided and estimates be called for as to cost of such appliances. " This committee recommend that a bonus be offered for the best system of drainage for the Borough." His Worship the Mayor said they must resolve themselves into a Board of Health before they could take this report into consideration. On the motion of Cr Meech the report j was received and referred to the Board of Health. '

M'Gregor were deferred till next meeting, on the ground that they had not been sent in in time. LEASE OF ASHBURTON RESERVES. The Mayor thought Mr C. F. Barker should be written to, asking him whether the lease of these reserves had been executed by the lessee. Cr Penlington moved a resolution to that effect, which was carried. INSPECTOR OF SLAUGHTER-HOUSES. His Worship reported that he had com- | municated with Sergeant Willis on the subject of taking the appointment of Inspector of Slaughter-houses. The Sergeant was willing to take the appointment. On the motion of Cr Meech Sergeant Willis was appointed Inspector in place of Sergeant Ramsay. MUTER STREET. Cr Meech considered some metalling was absolutely necessary in this street. Cr Henning proposed that the matter be referred to the Works Committee, with instructions to have the work carried out. OUTSTANDING RATES. Cr Henning brought up this question again, which he said was unpalatable, but necessary. He wished to ask whether the resolution of the Finance Committee had been carried out. Cr Penlington said that since the meeting of the Committee, over £60 had been paid in. There were some whom he thought they would have to summons. The Mayor .thought it was high time that the rates were got in. Cr Henning would move that all defaulting ratepayers be summonsed at once. Seconded by Cr Billens and carried. SANITARY. Cr Meech wished to bring under the notice of the Council the offal thrown out on the beach. Half a carcase of pork had been lying near the residence of the Chairman of the Sanitary Committee. Some conversation hereupon ensued ; a charge for burial which had been repudiated, formerly was ordered to be paid, and the matter dropped. BALGUERIE STREET. Cr Meech thought that tenders should be called for this work, according to the plans furnished by the Engineers. It was a work which they could not afford to leave over. He might state that the overdraft was only £54 at present. On the motion of Cr Cullen, it was resolved to call for tenders for the work, also that the necessary timber for this and other works be ordered. TENDERS. The following tenders for cleaning the streets, &c, were opened :— . H. Edmondson and Co.—Cleaning footpaths, &c„ three weeks, £18 10s ; footpaths, Jollie street, £25. Austin and Harris —Six weeks, £28. C. Burns—Two months, £18 10s.; footpaths, Jollie street, £1 15s per chain. J. H. Mander—No deposit. Informal. Cr Meech thought all the tenders were excessive, and that it would be cheaper to have the work done by day labor.. The tenders were rejected, and the matter was left to the Works Committee to make arrangements to get the work done at a reasonable rate. The Council then adjourned.
