CABLE MESSAGES.

In order to obtain rapid communication with the Cape, it is proposed to appropriate, for the purpose of connecting Aden and Natel, the duplicate Australian cable now being constructed. March 5.

Sir M. Hicks-Beach in a dispatch repeats the opinion that the dismissals of the Victorian Civil Servants on Black Wednesday, were not temporary, as reported by Sir G. Bowen, he having signed the order for their permanent removal. Had Sir G. Bowen acted with that view when he asked Ministers to partially retrace their steps, probably the financial difficulty would have been overcome without resource to a measure involving grave objections.

March 6.

President Hayes has vetoed the Bill passed by Congress respecting the Chinese immigration.

There is excitement in Greece regarding the ratification of the frontier provided under the Berlin Treaty. A band of Greeks destroyed a villiage in Thessaly, killing many persons. Russia may, in consequence, delay the evacuation of Turkey.

The London papers of to-day violently attack the conduct of Lord Chelmsford, the commander of the British forces in Natal, and demand his immediate removal from that position.

Yakoob is deserted, and unable to quell the tribal disputes about the succession. He has retired to Herat.

It is rumored that there is a serious quarrel between the Czar and Czarewitch.

The proclamation of the death of Shere Ali, and the accession of Yakoob, caused an outbreak in Afghanistan. The Chiefs were successful, and Yakoob has fled.

The Czarewitch has quitted the Palace in consequence of the quarrel with the Czar.

Paris, March 5.

The Chamber of Deputies to-day voted an additional 250,000 francs for the representation of France at the Sydney International Exhibition.
