Khercdidine Pasha has been appointed Visier, and Kara Theodore Pasha Minister of Foreign Affairs j Osman, Minister of War. An Imperial Hatti recommends the immediate execution of extensive reforms. Negotiations have been opened between Turkey and Russia for a definite treaty of peace.
