The British have crossed the Affghanistan frontier. The military authorities have interdicted the Press from telegraphing their movements. The Viceroy has announced that the chief cause of England's quarrel with the Ameer was the question of frontier, and his repeated insults and unfriendly acts. The Empress had no grievances against the Affghans. The British forces intended to disperse any armed resistance and occupy all strategic positions. The Viceroy promised the Chiefs that their privileges "would be continued, but any attempt to impede the advances of the British would be severely punished. The chiefs were satisfied, and promised assistance.
A despatch from Lord Cranbrook justified the policy of the Government, and shows that the Indian Government is in complete accord with the Cabinet.
r The Times reviewing the policy of Mr Berry of Victoria regarding his intended visit to England, advocates the Norwegian plan nnd condemns the plebiscite. It says :—" It is improbable that Sir Michael Hicks Beach will propose such a plan." It believes that the majority of both parties in Victoria will accept the compromise suggested by impartial judgment in England
Twelve,thousand francs have been placed on the French estimates for the Sydney Exhibition.

Loxdon, Nov. 21. The Halifax fishery award has been paid under protest.

At a Cabinet Council held to-day, it was resolved that Parliament should be called together on Dec. 5. Calcutta, Nov. 20.
The British troops have advanced as far as the foot of the Kapion, beyond the town of Tull, and occupied that position. Everywhere the advance has been unresisted.
