Sir M. Hicks-Beach and Sir S. Northcote say that it cannot be taken for granted that Europe is safe from a revival of war, seeing the obstructions offered to the execution of the provisions of the Treaty of Berlin. The Rothschilds will lend Egypt six millions sterling on the security of the Daira. The Porte grants a concession towards the construction of the railway in Asia Minor. There is an insurrection in Bulgaria against the organisation of East Roumelia. The inhabitants are rising in several localities, ami the revolt is spreading. Severe fighting is going on.
