AKAROA AND WAINUI ROAD BOARD.

The usual fortnightly meeting of this Board was held at its offices on the above date. Present—Messrs Dnxbury (in the chair), Shadbolt, Williams, and Gurry. The minutes of the last meeting were read and confirmed. The Chairman explained that with regard to the vote for the Mount Bossu road, the money would be paid over to the Board when the contract was let. Also, that he had instructed the Engineer to keep a separate account for work done by him on this road. DEPUTATIONS. Mr Glynan interviewed the Board in regard to the reconsideration of his claim for severance by the Onuku road being taken in a different direction to that at first intimated, thereby causing him considerable expense. The Board in consideration of this, granted the £20 for severance. Messrs Kingston and Brown were present to ask if the Board would be willing to make the road up Robinson's Bay Valley as far as the road was at present laid off. After some discussion the Board resolved to improve the old road, Mr Brown offering to contribute £10 towards the work. Mr Martindale waited on tli3 Board to ask permission to fence on the boundary of the road through the Cemetery Reserve, also to put in a claim for half a day's work assisting the Engineer. The Board granted permission for the fencing, and allowed the half day's work claimed. CORRESPOND ENCE. _ From the Chairman of the County Council, stating that with regard to the road from Barry's Pass to Little River, the Council had no power to decide under the Public Works Act, but would gladly arbi trate on the matter, so as to lead to a friendly settlement between this and the Little River Boards. Also re special vote for Mount Bossu road that the Chairman had been authorised to pay the amount to the Board of each contract as it was let, on receipt of the Board's certificate. The Chairman stated that the letter omitted to mention the payment of compensation and survey in the latter work. From the same, stating that the Council had confirmed, the decision of the Board with regard to stopping the old road from Duvauchelle's Bay towards Akaroa through sections 752, 856, and 337, as shewn on the plan now before the Council, and that the road shall be stopped, in terms of clause 93. section 11, of the Public Works Act. The Board instructed that the road should accordingly be advertised as stopped. On the motion of Mr Williams, seconded by Mr Shadbolt, Messrs Piper and Bridge were appointed to value the land. It was resolved to forward to the Minister for Public Works a plan of the road, stating as a reason for disposing of it, that it was impracticable for trailic, and ran parallel to a new road which was generally in use, and that therefore the old road was not required, also that the Board did not wish to have the expense of maintaining two roads. .from the Engineer, enclosing plan of road diversion through sections 7252 and 48496, the property of Mr E. Lelievre, os the old plan did not shew the correct position of the fence between Inman and Lelievre, and wishing to be informed if the Board was only purchasing the diversion. The Clerk was instructed to .forward the plans. &c, to the Solicitor. From W. Montgomery, Esq., M.H.R., re land endowments, stating that he believed large reserves of land will be made for railway purposes, and that under the circumstances it would be premature to take any action until after the Public Works Statement was made. From Mr J. Bell, German Bay, drawing attention to the impracticability of the road to his homestead, and stating that Mr Inman had reserved a half-chain road leading from the valley to his boundary, for which he (Mr Inman) asked £80: The writer was now willing to give the land required for a half-chain road through his sections to form a junction with the Government road if the Board would purchase the road as reserved by Mr Inman. It was resolved that the Engineer be ! requested to visit the locality, and report on the practicability of the road asked for. Robinson's bay valley road. Mr Brown's offer of £10 toward improving the Robinson's Bay Valley road was then read and accepted, the Clerk being ordered to visit and report. WAINUI FLAT. From Mr A. F. W atkins, again directing attention to a bad curve in the main road, also to Bell's bridge, which was entirely gone in one part, and to a culvert and bridge which needed repair on the road to Mr Bates' property. The Clerk was instructed to visit and report. The Chairman remarked that it was impossible to keep the road good with firewood trailic going on. They should metal it and make a good road, and he would suggest widening it. Mr Williams "asked that specifications i might be got out by next meeting for widening the road '20 feet if necessary. A letter was received from Mr A. M'Phail. reminding the Board that he had been wrongly charged for rates, and asking that the sum be refunded at ouce to save furihor trouble. From Mr James Hammond, German Bay, offering to clear the main road to the beach for £C lUs. The offer was accepted. hi reply to Mr Williams, the Clerk stated fhat Mr Shad bolt's contract on the Okain's Bay road had been signed, also that on Suuckell's road. Mr Shadbolt drew attention to the disgraceful appearance of the approach to the Lonsr Bay road at the top of German Iky Hill. Mr Williams suggested that the offer of the French Farm road through Mr Baker's property be accepted, and proposed that Mr Bridge be written to, asking if it was in his power to give the road, and if not, suggested that the Act be put in force. After some discussion it was decided that the Engineer be instructed to lay off a line of road up the French Farm Valley as proposed by Messrs Piper and Shadbolt, and that the Chief Surveyor be asked to pick up the line through the unsurveyed sect ions. A memo of an agreement between the | Board and the Engineer was drawn up and left in the hands of the Chairman to arrange. . ;
The Board instructed the Clerk that in future he was not to pass timber for bridges or other works until it was on the spot ready for use, and in the event of its not coming up to the requirements of the specification, it must be rejected. Mr Williams drew attention to the manner in which the contract of Messrs Everall and Gunning, for the old Pigeon Bay road had been finished, remarking that the work in question was simply disgraceful, and that although the time was now past to object to the work, the amount of the contract having bean paid, lie would certainly have hesitated before voting that these contractors' tender be accepted for the Horseshoe-bend contract, had he seen the work in question before. NEW WOBK. The Clerk was ordered to prepare plans and specifications for certain works, and to expend £15 in cutyiivj bridle track to Purple Peak. Mr Nalder. the solicitor, was requested to prepare the deeds for the road and severance of that part of the Long Bay road diversion running through Mr Eugene Lelievre's property as early as possible, as Mr Lelievre had fenced across the road, refusing to open it until it is conveyed, and also Mr Brcitrnoyer's deed for the Horseshoe-bend diversiou. TENDERS FOR MOUNT BOSSU ROAD. AY. "Jones and Co.—Four months, £6 per chain, 88 chains, in forest —lump sum, £528; £3 15s per chain in clearing. J. Vangioni—Four months, £6 per chain, 83 chains, in forest —lump sum, £468 8s ; £2 5s per chain out of bush ; catch-water drains, 9s 6d per chain ; culverts, stone, 5s 6d per foot, wood, 6s per foot, W. Kenny—Six months, £5 12s 6d per chain, 88 chains, in forest—lump sum, £495 ; £2 12s 6d per chain clear of bush ; culverts, stone, 3s 6d per foot, wood 4s 6d per foot; catch-water drains, 10s per chain. i Sigley and Co.—Five months, £5 9s per chain, 88 chains, in forest—lump sum, £479 12s ; £2 9s per chain clear of bush ; culverts, 4s 6d per foot, stone and w00d.,, catch-water drains, 7s per chain. Mr Williams moved that J. Vangioni's tender be accepted. Seconded by Mr McDonald, and carried. PAYMENTS. The following, on the motion of Mr McDonald, seconded by Mr Shadbolt, were passed for payment:— T. S. Johnson, two progress payments ... - £80 0 0 P. Mr Vangioni's application for payment of balance owing to him on Onuku road, was left over until the receipt of the Engineer's certificate foi same. The Engineer was requested to prepare a plan of the road as it ejists, and as it is on maps, at Imnan's woolshed, German Bay Flat. The meeting then, on the motion of Mr Shadbolt, seconded by Mr Williams, adjourned till Saturday, September 14. at 2 p.m.
