AKAROA BOROUGH COUNCIL.
Wednesday, August 7.
A special meeting of the Council was held on the above date for the purpose of confirming, or otherwise, the by-laws regulating slaughter-houses. Present—His Worship the Mayor, Crs Waeckerle, Sunckell, Meech, Cullen, Penlington, O'Eeilly.
The minutes of the last two special meetings were read and confirmed.
Cr O'Eeilly moved that the by-laws already passed be confirmed. Seconded by Cr Sunckell, and carried, Cr Meech dissenting.
Cr Meech protested against the proceeding as altogether irregular. The special meeting called for the purpose had not been hold as announced. They had no right to bind outsiders without giving them the opportunity of objecting to it. He must request that his protest be entered on the minutes.
The ordinary meeting was then proceeded with, the same members being present. The minutes of the meeting held on July 24 were read an confirmed. Oα those of the meeting held on July 2!) being road, several councillors remarked that the minutes were a report of what various councillors had said, instead of being merely a statement of resolutions arrived at. The minutes were confirmed.
CORRESPONDENCE. The Clerk read the outward correspondence.
Letters wore read— From W. Montgomery, Esq., M.H.R., stating that probably a Bill would have to be introduced for the purpose of vesting all reserves within the Borough in the Council, except No; 83.
From the Colonial Secretary, returning the by-laws as requested; Cr Penlington moved, and Cr Cullen seconded the appointment of a Committee to examine the by-laws, and if found correct, to seal them legally arid send them back, the Committee to consist df Crs O'Eeilly, Waeckerle, Meech, his Worship the Mayor, and the mover. Carried. From Mr R. Newton, asking permission to remove agorse fence, arid erect a paling one, and also to fill in the ditch in front. Cr O'Eeilly thought that permission to alter the fence should be granted, but, Avith regard to filling in the ditch, that he should be called on to furnish a scheme ehowing that he would not interfere with the watercourse. On the motion of Cr Cullen, seconded by Cr Meech, it was agreed to grant the necessary permission, provided he did not interfere with the watercourse. WORKS COMMITTEE'S KEPOKT. This report was read. In it the committee asked for an extension of time in regard to Farr'e Bridge, for the purpose of having proper working plans prepared for it.
They recommended that, with a view to economy, two separate tenders be called for lighting, one for nine and one for twelve months ; also that a lamp be placed near the junction of Muter and Balguerie streets, ac the place was dangerous. They reported that the lamps were finished and would be placed in their relative positions in a few days.
The attention of the Committee had been called to the encroachments made on the footpaths byjpri vate properties, and that notices should be given to the various owners. They suggested that Church street leading to the parsonage and Dr Watkins , be made passable. The Committee reported that they had had several side channels cleared, and the footpaths cleared of all weeds and rubbish, and the improvement in the lower parts of Balguerie street carried out. The report was adopted. PAYMENTS. Plans for Fair's Bridge £5 5 0 Day labor 2 19 6 Do 3 17 0 G. Lardner 0 7 0 P. O'Reilly 2 10 J. Sunckell, carting 6 18 0 J. Mander 0 6 0 E. Leprou 7 10 0 C. Armstrong 3 4 0 Some councillors objected to this charge as excessive, but the amount was passed, Crs O'ReilJy and Sunckell dissenting. An account from Mr W. Sims, for clerical assistance, amounting to £7 16s, at 12s a day, was reduced to 10s a day. EEGISTEAB OF DOGS AND INSPECTOR OP NUISANCES. On the motion of Cr O'Reilly, it was resolved that the necessary steps be taken to get the Clerk appointed Registrar oC Dogs ; and on that of Cr Penlington, he was appointed Inspector of Nuisances. INSPECTOR OiT SLAUGHTER-HOUSES. Cr O'Reilly moved that the necessary steps be taken to appoint Sergeant Ramsay Inspector of Slaughter-houses. Carried. farr's bridge.
Cr O'Reilly, oti behalf of the Works Committee, asked for a few days grace to enable them to complete the specifications. They would bo in a position to call for tenders in time for next meeting of the Council. The extension of time was granted, and it was resolved that it be an instruction to the Committee that cement be used in place of mortar for the arch. LIGHTING. Cr O'Reilly proposed that tenders be invited for this work for twelve months according to specifications to be seen at the office. Carried. FOOTPATHS. Cr Waeckerle proposed that instructions be given to the Clerk to measure the footpaths. Agreed to. KATES. It was agreed that notices for payments of rates be sent out forthwith. BANK ACCOUNT. The overdraft was reported as amounting- to £158 Os 9d.
